CFTC Orders Floor Broker Anuj C. Singhal To Pay $150,000 Penalty For Spoofing In Wheat Futures Market

The Commodity Futures Trading Commission (CFTC) today issued an Order filing and settling charges against Anuj C. Singhal, a Dallas, Texas resident and registered floor broker, for engaging in the disruptive trading practice of “spoofing” (bidding or offering with the intent to cancel bids or offers before execution) through manual trading in the Chicago Mercantile Exchange (CME) wheat futures market between at least March and June 2016 (the Relevant Period).

Ontario Securities Commission Establishes First Permanent Mediation Program By A Canadian Securities Regulator

The Ontario Securities Commission (OSC) announced today that its Mediation Program, which began as a pilot in 2015, will continue on a permanent basis. It is the first and only program of its type offered by a securities regulator in Canada.

Autorité Des Marchés Financiers Signs Memorandum Of Understanding With Bank Of Canada

The Autorité des marchés financiers (the “AMF”) and the Bank of Canada (the “Bank”) have signed a Memorandum of Understanding (“MOU”) for co-operation and information exchange with respect to the monitoring of risks pertaining to domestic systemically important financial institutions (“D-SIFIs”). The MOU will also support their respective roles as Québec’s prudential regulator and resolution authority, and Canada’s lender of last resort.

Brown Rudnick Alert: OFAC Blocks Russian “Oligarchs” And Companies With Implications For U.S. Activities

OFAC’s latest actions to block Russian companies and individuals poses risks for U.S. persons and requires additional know-your-customer measures.

OFAC imposed 24 Ukraine-related designations of individuals and 12 additional designations of companies.

For the first time, OFAC has designated individuals and entities as blocked, and added them to the SDN list, under Executive Order 13662.

One Russian defense company, Rosoboronexport, has been designated pursuant to the Syria sanctions authorities.

Since some of the designated companies may be doing business with U.S. persons, a new general license allows U.S. persons to wind down activities until June 5, 2018. Activities outside of winding down are prohibited.

Three of the entities are also the subject of an additional general license to allow U.S. persons to divest debt/equity/or other holdings. But all such divestment must be completed by May 7, 2018 under the general license.
