It is a pleasure to be here at this important annual event sponsored and organized by the Federal Reserve Bank of Atlanta's Center for Financial Innovation and Stability. The risks in our financial system are constantly evolving. Fifteen years ago, everyone was talking about whether households were borrowing too much. Today everyone is talking about whether businesses are borrowing too much. This evening, I will focus on the implications of the increase in business debt over the past decade and review the steps the Federal Reserve and other agencies are taking to understand and limit the associated risks.

Nadex Relaunches “Highly Active” Expiration Value Calculation Method For Crude Oil And Natural Gas Contracts

On trade date May 20, 2019, North American Derivatives Exchange, Inc. (“Nadex”, the “Exchange”) plans to relaunch the “highly active” expiration value calculation method for its Crude Oil and Natural Gas contracts. Following the relaunch, expiration values for the Crude Oil and Natural Gas contracts will be calculated depending on the activity level in the underlying markets upon which the Nadex contracts are based, using either the “highly active” or “normal” market conditions methods as described in the relevant contract specifications and in the Self-Certification submission, which can be found in Notice 1014.042619.

ESAs Publish Amended Technical Standards On The Mapping Of ECAIs Under The Capital Requirements Regulation

The Joint Committee of the three European Supervisory Authorities (EBA, EIOPA and ESMA - ESAs) published today a second amendment to the Implementing Technical Standards (ITS) on the mapping of credit assessments of External Credit Assessment Institutions (ECAIs) for credit risk under the Capital Requirements Regulation (CRR). The amendment reflects the outcome of a monitoring exercise on the adequacy of existing mappings. The ITS are part of the EU Single Rulebook for banking aimed at creating a safe and sound regulatory framework consistently applicable across the European Union (EU).
