Securities Commission Malaysia Issues Guidance On Virtual Meetings By Listed Issuers

The Securities Commission Malaysia today issued a Guidance Note on the Conduct of General Meetings for Listed Issuers (Guidance Note) and stated that listed issuers shall only conduct fully virtual general meetings during the Movement Control Order (MCO) period.

Ontario Securities Commission Temporarily Waives All Late Fees For Market Participants

The Ontario Securities Commission (OSC) is providing temporary relief to market participants by waiving all late fees that accumulate between April 17, 2020 and June 1, 2020. This is estimated to result in over $300,000 of relief to issuers, registrants and insiders during the relief period.

Nadex Implements Inactivity Fee And Amends Market Maker Fees

Pursuant to Section 5c(c)(1) of the Commodity Exchange Act, as amended (“Act”), and section §40.6(a) of the regulations promulgated by the Commodity Futures Trading Commission (the “Commission”) under the Act (the “Regulations”), North American Derivatives Exchange, Inc. (“Nadex”, the “Exchange”) submitted to the Commission on April 17, 2020 its plans to implement a dormant account inactivity fee of $10.00 per month. For purposes of the fee, a dormant account is an account that has not engaged in any trading activity for a period of twelve (12) consecutive months. If at any time a dormant account carries a balance less than $10.00, Nadex will reduce its fee to the amount of the remaining account balance bringing the balance to $0. Pursuant to Nadex Rule 3.3(f), Nadex may terminate a $0 balance dormant account.

SEC Orders Three Self-Reporting Advisory Firms To Reimburse Investors - Brings Total SEC Has Ordered Returned To Investors As Part Of Its Share Class Selection Disclosure Initiative To More Than $139 Million

The Securities and Exchange Commission today announced settled charges against two advisers that self-reported as part of the Division of Enforcement’s Share Class Selection Disclosure Initiative, and a third adviser that self-reported within months of the initiative’s self-reporting deadline. The Commission’s orders today are the final cases the Division intends to recommend under the terms of the initiative. Including today’s actions, the Commission has ordered more than $139 million to be returned to investors as part of the initiative.

Nadex Refrains From Listing Certain Contracts

Due to activity in the underlying markets upon which the Nadex contracts are based and pursuant to the authority granted in Nadex Rule 12.1(i), Nadex took the following actions:

No Daily, Weekly or Intraday Natural Gas Binary contracts will be listed for the week of April 13, 2020;

No Weekly FTSE 100 or Germany 30 Binary contracts will be listed for the week of April 13, 2020.

No GBP/JPY 5-Minute Intraday Currency Binary contracts were listed for the 6:05pm ET expiration time on trade date April 17.All 5-Minute Intraday Currency Binary contracts were listed beginning with the 6:10pm ET expiration time.

Federal Reserve Board Announces Rule Change To Bolster The Effectiveness Of The Small Business Administration's Paycheck Protection Program

The Federal Reserve Board on Friday announced a rule change to bolster the effectiveness of the Small Business Administration's (SBA) Paycheck Protection Program (PPP). The change will temporarily modify the Board's rules so that certain bank directors and shareholders can apply for PPP loans for their small businesses.

CFTC’s Market Risk Advisory Climate Subcommittee Seeks Public Comments

The Commodity Futures Trading Commission announced that it is inviting public comment on topics and issues being addressed by the Climate-Related Market Risk Subcommittee (Subcommittee) of the Market Risk Advisory Committee (MRAC). Submissions must be received by May 14, 2020.

World Bank Group And IMF Mobilize Partners In The Fight Against COVID-19 In Africa

The World Bank Group and International Monetary Fund today convened African leaders, bilateral partners, and multilateral institutions to spur faster action on COVID-19 response in African countries. H.E. Cyril Ramaphosa of South Africa, United Nations Secretary General Antonio Guterres, Director General of the WHO Dr. Tedros Adhanom Ghebreyesus, Africa Union Commission Chairperson Moussa Faki Mahamat, and officials of individual countries outlined their policy plans for effective use of resources, multilateral organizations including the United Nations pledged their continued support, and bilateral partners reemphasized their commitment to a debt standstill beginning May 1, 2020. This comes in response to calls from the World Bank Group President Malpass, International Monetary Fund Managing Director Georgieva, and other partners for creditors to suspend debt repayments in order to provide much-needed support to the poorest countries.
