Ontario Securities Commission Publishes Updated Fee Structure For Market Participants

The Ontario Securities Commission (OSC) today announced that, pending Ministerial approval, new fee rules will be in place for market participants effective April 3, 2023. Certain market participants that are the most active in Ontario’s over-the-counter (OTC) derivatives market will be subject to a new fee, while the vast majority of Ontario market participants will benefit from a reduction in certain fees.

US Federal Agencies Announce Results Of Resolution Plan Review For Largest And Most Complex Domestic Banks

The Federal Reserve Board and the Federal Deposit Insurance Corporation announced on Wednesday the results of their joint review of the resolution plans—also known as living wills—that the eight largest and most complex domestic banking organizations submitted in 2021. Resolution plans must describe a financial company's strategy for rapid and orderly resolution in bankruptcy in the event of its material financial distress or failure. The agencies identified a shortcoming in Citigroup Inc.'s resolution plan and did not identify any other shortcomings or deficiencies in the plans from the other banking organizations.

U.K. Financial Conduct Authority Publishes Consultation On “Synthetic” U.S. Dollar LIBOR And Announces Intention That 3-Month “Synthetic” Sterling LIBOR Will Be Published Until End Of March 2024

Intercontinental Exchange, Inc. (NYSE:ICE), a leading global provider of data, technology, and market infrastructure, today noted that the U.K. Financial Conduct Authority (FCA) has published a consultation on a proposal to require ICE Benchmark Administration Limited (IBA), the administrator of LIBOR, to publish 1-, 3- and 6-month U.S. dollar LIBOR settings under an unrepresentative “synthetic” methodology after the end of June 2023 until the end of September 2024, and that the FCA intends to require IBA to continue to publish the 3-month “synthetic” sterling LIBOR setting until the end of March 2024.
