• Current Payment for Order Flow (PFOF) proposals "surreal" and don’t respond to citizens’ questions.
• A real-time pre-trade Consolidated Tape (CT) of equity order books will put retail investors and brokers at a disadvantage due to “latency arbitrage”. BETTER FINANCE calls for the adoption of the Council’s approach.

SYSTEMIC LIQUIDITY AND FINANCIAL SYSTEM RESILIENCE

Thank you for the invitation and opportunity to speak to you today.  I will talk today about systemic liquidity risk and current efforts of Treasury and the financial regulators to reduce these risks to keep the financial system resilient.  Much of the work is fundamental and long-standing, but the financial system is continually evolving.  In addition, the demand and supply of liquidity can change quickly, revealing vulnerabilities in unexpected places.

SEC Charges HSBC And Scotia Capital With Widespread Recordkeeping Failures - Firms Admit To Wrongdoing And Agree To Pay Penalties In SEC’s Ongoing Recordkeeping Initiative

The Securities and Exchange Commission today charged HSBC Securities (USA) Inc. and Scotia Capital (USA) Inc. for widespread and longstanding failures by both firms and their employees to maintain and preserve electronic communications. To settle the charges, HSBC and Scotia acknowledged that their conduct violated recordkeeping provisions of the federal securities laws and agreed to pay penalties of $15 million and $7.5 million, respectively.

Secretary of the Treasury Janet L. Yellen met with Finance Minister of Indonesia, Sri Mulyani on Thursday.  Secretary Yellen discussed key G20 priorities including debt and MDB evolution.  She also discussed Indonesia’s vital role co-chairing the G20 Joint Finance and Health Task Force and goals for Indonesia’s Just Energy Transition Partnership.  Secretary Yellen affirmed the strong U.S.-Indonesia partnership and agreed to continue to work together addressing global economic challenges. 

Bank Of England: Bank Rate Increased To 4.5% - May 2023

Monetary Policy Summary, May 2023

The Bank of England’s Monetary Policy Committee (MPC) sets monetary policy to meet the 2% inflation target, and in a way that helps to sustain growth and employment. At its meeting ending on 10 May 2023, the MPC voted by a majority of 7–2 to increase Bank Rate by 0.25 percentage points, to 4.5%. Two members preferred to maintain Bank Rate at 4.25%.
