  • Improving The Direct Financing Service System And Supporting Independent Sci-Tech Innovation By Central Enterprises - Shenzhen Stock Exchange And Shanghai Stock Exchange Hold A Meeting To Promote The Issuance Of Sci-Tech Innovation Corporate Bonds By Central Enterprises

    To thoroughly implement the decisions and plans of the CPC Central Committee and the State Council and in accordance with the Notice on Supporting the Issuance of Sci-tech Innovation Corporate Bonds by Central Enterprises (CSRC [2022] No.80) (the “Notice”), SZSE and SSE jointly held a meeting via video streaming to advance the offering of sci-tech innovation corporate bonds by central enterprises on 28 December 2022. Relevant officials in charge from the Department of Corporate Bond Supervision of CSRC, and the Bureau of Property Right Management and the Bureau of Scientific and Technological Innovation, both under the State-owned Assets Supervision and Administration Commission of the State Council (the “SASAC”), as well as representatives from central enterprises and securities companies attended the meeting.

    Today, the China Securities Regulatory Commission (CSRC) solicits public opinions on the revised Measures for Administration of Stock Options Trading. The revision is an important step to implement the relevant system of the Futures and Derivatives Law issued in August 2022. It further clarifies the registration scheme for stock option contracts, strengthens the protection of stock option traders and improves the arrangements related to risk control in the stock options market. The Shanghai Stock Exchange (SSE) has simultaneously started the revision of supporting rules related to stock options trading, striving to build a concise, clear and user-friendly rule system.

    Today, the Shanghai Stock Exchange (SSE) issued Guideline No. 1 for the Confirmation of Shanghai Stock Exchange Asset-Backed Securities Listing Conditions - Application Documents and Preparation (hereinafter referred to Guideline No. 1), Guideline No. 2 for the Confirmation of Shanghai Stock Exchange Asset-Backed Securities Listing Condition - Major Categories of Underlying Assets (hereinafter referred to Guideline No. 2), Guideline No. 3 for the Confirmation of Shanghai Stock Exchange Asset-Backed Securities Listing Condition - Categorized Review (hereinafter referred to Guideline No. 3) and Guideline No. 4 for Confirmation of Shanghai Stock Exchange Asset-Backed Securities Listing Condition - Specific Types of Asset-backed Securities (hereinafter referred to Guideline No. 4). These are important measures taken by SSE under the guidance of China Securities Regulatory Commission (CSRC) to build a "simple and use-friendly" rules and system, establish an open, transparent and predictable institutional mechanism, and enhance the ability of the bond market to serve the real economy.

    Bursa Malaysia Securities Berhad [Registration No.: 200301033577 (635998-W)] (Bursa Malaysia Securities) has publicly reprimanded Top Builders Capital Berhad (TOPBLDS) for breaching paragraph 9.23(1) of the Bursa Malaysia Securities Main Market Listing Requirements (Main LR) where the company had failed to issue its annual report that included the annual audited financial statements together with the auditors’ and directors’ reports for the 18-month financial period ended 30 June 2021 (AR 2021) on or before 31 October 2021. The company only issued the AR 2021 on 22 November 2021, after a delay of 15 market days.

    Recently, the Shanghai Stock Exchange (SSE) has launched a new offering, underwriting and offline IPO system. By optimizing business processes and simplifying operation processes, the new system improves the efficiency of market participants such as offline investors and lead underwriters and reduces the risk of process operation and investor operation. This is also another case in which the SSE takes digitization as an opportunity to build a digital intelligent exchange and enhance the trading experience of investors. Since its launch, the new system has operated smoothly and received good market feedback. As of now, more than 3,000 SSE main board and more than 500 STAR Market offline investors have completed inquiries and subscriptions in the new system.

  • Operational Link Between Polish And Ukrainian Markets

    Krajowy Depozyt Papierów Wartościowych (Central Securities Depository of Poland, KDPW) and Національний депозитарій України (National Depository of Ukraine, NDU) have signed an agreement establishing a direct operational link with the Ukrainian market. The link with Ukraine will allow KDPW to open a depository account in the NDU system in order to make municipal bonds issued by Ukrainian regional government available to foreign investors.
