Deputy Secretary of the Treasury Wally Adeyemo met yesterday with Lithuania’s Minister of Finance Gintarė Skaistė. They discussed close coordination on sanctions and export controls in response to Russia’s brutal war in Ukraine. They recognized the importance of enforcing sanctions and other economic measures, including by disrupting attempts to evade restrictions that have degraded Russia’s military-industrial complex. The Deputy Secretary also noted that the price cap on Russian oil’s success in achieving its goals of limiting Russia’s revenue while promoting energy market stability and the importance of Transatlantic unity against international aggression.

US Financial Stability Oversight Council Meeting

On Friday, April 21, U.S. Secretary of the Treasury Janet L. Yellen will preside over a meeting of the Financial Stability Oversight Council (Council) at the Treasury Department. The meeting will consist of an executive session and a public session. The preliminary agenda for the executive session includes an update on market developments; an update on the Council’s Hedge Fund Working Group; an update on the work of the Council’s Nonbank Mortgage Servicing Task Force; and the Council’s proposed analytic framework for financial stability risk identification, assessment, and response, and the Council’s proposed guidance on nonbank financial company designations.* The preliminary agenda for the public session includes the Council’s proposed analytic framework for financial stability risk identification, assessment, and response, and the Council’s proposed guidance on nonbank financial company designations.

Today’s recommendation from the staff of the Division of Trading and Markets is to reopen the comment period for proposed amendments to Rule 3b-16 under the Securities Exchange Act of 1934 (Exchange Act) regarding the definition of “exchange” and provide supplemental information relating to trading systems for crypto assets. As I was not a member of the Commission when the proposal was issued, this is my first opportunity to vote on the topic. The Supplement, along with the original proposal, unfortunately raise more questions than they address in terms of highly important definitional terms as to what is, and what is not, an exchange for purposes of the Exchange Act.
