    Thank you all for joining us today for our third meeting to consider final rules promulgated pursuant to the Dodd-Frank Act. Today we consider three final rules:

    • Registration Standards, Duties, and Core Principles for Swap Data Repositories; and
    • Implementing the Whistleblower protections of the Dodd-Frank Act

  • Unscheduled Free Float Adjustment In DAX - Adjustment For Deutsche Börse Tendered Shares As Of 9 August 2011

    Deutsche Börse has announced an unscheduled adjustment to the free float of the share of Deutsche Börse in DAX. Due to the exchange offer made to the shareholders of Deutsche Börse AG, which relates to the planned combination of Deutsche Börse AG and NYSE Euronext, the free float of the tendered shares of Deutsche Börse AG (ISIN DE000A1KRND6) has changed by more than 10 percentage points.

    Registration and Regulation of Swap Data Repositories

    I support the final rulemaking to establish registration and regulatory requirements for swap data repositories (SDRs). When this rule is fully implemented, all swaps – whether cleared or uncleared – will be reported to an SDR registered with the Commodity Futures Trading Commission (CFTC). Registration will enable the Commission and other regulators to monitor market participants for compliance with the Dodd-Frank Wall Street Reform and Consumer Protection Act as well as CFTC regulations. The rule implements congressional direction that the Commission and other regulators have direct access to the information maintained by SDRs. It requires SDRs to verify the accuracy and completeness of all of the swaps data they accept. It also contains provisions to permit SDRs to aggregate certain information for regulators and the public. This rule will enhance transparency in the swaps market and help reduce systemic risk.

  • SEC Charges Former Professional Baseball Player Doug DeCinces And Three Others With Insider Trading

    The Securities and Exchange Commission today charged former professional baseball player Doug DeCinces and three others with insider trading ahead of a company buyout. The SEC alleges that DeCinces and his associates made more than $1.7 million in illegal profits when Abbott Park, Ill.-based Abbott Laboratories Inc. announced its plan to purchase Advanced Medical Optics Inc. through a tender offer.
