Testimony On “Perspectives On Money Market Mutual Fund Reforms” By SEC Chairman Mary L. Schapiro Before The Committee On Banking, Housing, And Urban Affairs Of The United States Senate

Thank you for the opportunity to testify about the Securities and Exchange Commission’s regulation of money market funds.[1] The risks posed by money market funds to the financial system are part of the important unfinished business from the financial crisis of 2008. One of the seminal events of that crisis occurred in September, after Lehman Brothers filed for bankruptcy and the Reserve Primary Fund “broke the buck,” triggering a run on money market funds and freezing the short-term credit markets. Although the Commission took steps in 2010 to make money market funds more resilient, they still remain susceptible today to investor runs with potential systemic impacts on the financial system, as occurred during the financial crisis just four years ago. Unless money market fund regulation is reformed, taxpayers and markets will continue to be at risk that a money market fund can “break the buck” and transform a moderate financial shock into a destabilizing run. In such a scenario, policymakers would again be left with two unacceptable choices: a bailout or a crisis.

NASDAQ OMX (Nasdaq:NDAQ) today announces its intention to launch a new London-based trading venue, NLX, offering a range of both short-term interest rate (STIRs) and long-term interest rate (LTIRs) euro- and sterling-based listed derivative products. Tokyo Commodity Exchange: Regarding The Trading System

On April 20, 2012, the Tokyo Commodity Exchange, Inc. ("TOCOM" or the "Exchange") concluded an agreement with Nasdaq OMX. This agreement allows the Exchange to use the current trading system, of which license period expires in May 2014, for a maximum extended period of 5 years, or until May 2019.

EU Takes Key Step To Provide Legal Certainty For Foreign Investors

The European Commission today took an important step to protect foreign investors at the EU level, thereby ensuring that Europe continues to be a safe and attractive place for investment by foreign companies. Today's proposal establishes a legal and financial framework for "investor to state dispute settlement" as part of a broad investment policy which has become an exclusive EU competence under the Lisbon Treaty. It is a further step in the creation of a comprehensive EU investment policy which will allow the EU to negotiate investment protection agreements at the European level. Today's decision will ensure the EU has the right system in place so that international investment rules can be managed effectively in cases disputes arise between foreign investors and the EU and its Member States.
