European Banking Authority Publishes Final Draft Technical Standards On Metrics For Monitoring Additional Liquidity

The European Banking Authority (EBA) publishes today its final draft Implementing Technical Standards (ITS) on additional liquidity monitoring metrics. The ITS provide supervisors with an adequate toolkit to assess the liquidity risk profile of institutions. The standards will be part of the Single Rulebook aimed at enhancing regulatory harmonisation in the banking sector in the European Union (EU).

Member States Voted In Favor Of The EU Audit Market Reform

In the Permanent Representatives Committee (COREPER I) today the Member States approved the compromise text regarding the Proposals for a new Regulation and for amendments of Directive of the European Parliament and of the Council on EU audit market reform. After the preliminary agreement on the proposed reforms earlier this week by the Lithuanian Presidency and the European Parliament during the final trilogues on 16-17 December, this allows reaching a first reading agreement, after the formal voting in the European Parliament and later in the Council.

I am pleased that the Commission is moving forward today with another action to help Main Street businesses raise capital.
When one thinks of Main Street – especially at this time of year – he or she might conjure an image of a small town like the fictional Bedford Falls, featured in Frank Capra’s classic 1946 film, It’s A Wonderful Life. Looking down the main thoroughfare, there is a drug store, a butcher shop, a hardware store, and many other small businesses, all of which required capital to get started. In Bedford Falls, there was only one accredited investor, named Mr. Potter. And when Clarence the guardian angel shows George Bailey what life would have looked like had he never been born, vibrant Bedford Falls morphs into stagnant Potterville, where one man controls the capital and the local economy.

Council Of The European Union: Agreement On The Reform Of The Audit Market

The Committee of Permanent Representatives today endorsed the agreement reached yesterday between the Lithuanian Presidency of the Council and the European Parliament representatives on the reform of the audit market in the EU. The agreement paves the way for the formal adoption of the reform by the European Parliament and the Council through a vote in the coming months.

IOSCO Requests Public Comment On Implementation Of PRA Principles

On 5 October 2012, the Board of the International Organization of Securities Commissions published its final report on Principles for Oil Price Reporting Agencies (PRA Principles), which set out principles intended to enhance the reliability of oil price assessments that are referenced in derivative contracts subject to regulation by IOSCO members. These principles were prepared in response to the G20 Leaders’ request in November 2011 in relation to PRAs, that IOSCO, in collaboration with the IEF, the IEA and OPEC, [to] prepare recommendations to improve their functioning and oversight… and followed by the G20 Leaders’Los Cabos Declaration.
