  • Statement Of CFTC Commissioner Sharon Y. Bowen On Proposed Rule For Position Limits On Derivatives

    With today’s repreposal, the Commission moves one step closer to the implementation of position limits as directed by Congress in 2010. CFTC staff has worked laboriously with market users and the exchanges we regulate to craft a rule that will protect investors from disruptive practices and manipulation, while simultaneously allowing our markets to serve their critical price-discovery function. I commend staff on their hard work and thank the hundreds of commenters for their insightful feedback. I would also like to thank Chairman Massad and Commissioner Giancarlo on their commitment to this important rule and look forward to its finalization in the near future.

  • US Justice Department: Avalanche Network Dismantled In International Cyber Operation

    The Justice Department today announced a multinational operation involving arrests and searches in four countries to dismantle a complex and sophisticated network of computer servers known as “Avalanche.”  The Avalanche network allegedly hosted more than two dozen of the world’s most pernicious types of malicious software and several money laundering campaigns.

    Today, the Commission is issuing a revised position limits proposal. We are also finalizing a separate but related rule on the aggregation of positions. I am pleased that today’s actions are unanimous.

  • Market Guidance On Standardization Of The ISDA Variation Margin CSA

    The International Swaps and Derivatives Association, Inc. (ISDA) today published a market guidance note from its Board of Directors on the standardization of the ISDA Variation Margin Credit Support Annex (CSA). The note is intended to provide guidance and strategic perspectives on the possible benefits of further standardizing elements of the current ISDA Variation Margin CSA.

  • CFTC Reproposes Position Limits Rule - Commission Also Approves Final Rule On Aggregation Of Positions

    The U.S. Commodity Futures Trading Commission (CFTC) today voted unanimously to repropose regulations implementing limits on speculative futures and swaps positions as called for in the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act). In a separate vote, CFTC approved final aggregation regulations, which are a key component of the CFTC’s existing position limits regime. The reproposal will be open for public comment for 60 days after publication in the Federal Register.
