It’s a pleasure to be back at the IIF’s Washington Policy Summit.
Last time I spoke here (in 2011) it was still early in the international financial reform process. From the IIF’s perspective at the time, there were three major concerns:
- The consistency of implementation across the G20;
- The possibility of significant regulatory arbitrage in shadow banking; and
- Whether the FSB/G20’s ambitious agenda would impair the recovery.

KCG Holdings, Inc. (NYSE: KCG) today announced that it has reached a definitive agreement for Virtu Financial, Inc. (NASDAQ: VIRT) to acquire all outstanding shares of KCG's Class A Common Stock for $20.00 per share in cash. The price represents a premium of 46 percent over KCG's closing share price of $13.73 on March 14, 2017, prior to news reports of the proposal.

U.S. Treasury Secretary Steven T. Mnuchin met with Central Bank Governor Augustin Carstens of Mexico. Secretary Mnuchin and Governor Carstens discussed the importance of working together on common objectives for the IMF and the G-20. The Secretary underscored the closeness of the bilateral relationship and working together on a thriving commercial relationship. Secretary Mnuchin and Governor Carstens highlighted the close partnership between Treasury and Banxico in countering illicit finance and importance of increased cooperation to disrupt criminal activity.

Federal Reserve Announces Two Enforcement Actions Against Deutsche Bank AG That Will Require Bank To Pay A Combined $156.6 Million In Civil Money Penalties

The Federal Reserve on Thursday announced two enforcement actions against Deutsche Bank AG that will require the bank to pay a combined $156.6 million in civil money penalties. The bank will pay a $136.9 million fine for unsafe and unsound practices in the foreign exchange (FX) markets, as well as a $19.7 million fine for failure to maintain an adequate Volcker rule compliance program prior to March 30, 2016.

The U.S. Commodity Futures Trading Commission (CFTC) today announced the filing of a civil enforcement action in the U.S. District Court for the Central District of California, Eastern Division, against Capitol Equity FX LLC (Capitol Equity), a purported hedge fund operating in California, and its principals and agents, Robert Leland Johnson IV and Marisa Elena Johnson, both of Chino, California (collectively, Defendants).
