Good morning. Thank you to the American Enterprise Institute and Steve Oliner for inviting me here to speak. My topic today is the urgent need for fundamental reform of our system of housing finance--the great unfinished business of post-financial crisis reform.
The Federal Reserve is not charged with designing or evaluating proposals for housing finance reform. But we are responsible for regulating and supervising banking institutions to ensure their safety and soundness, and more broadly for the stability of the financial system. A robust, well-capitalized, well-regulated housing finance system is vital to achieving those goals, and to the long-run health of our economy. We need a system that provides mortgage credit in good times and bad to a broad range of creditworthy borrowers.

ESMA Proposes Simplifications For Prospectuses

The European Securities and Markets Authority (ESMA) is publishing three Consultation Papers (CP) on the Prospectus Regulation. The Prospectus Regulation, in the context of the Capital Markets Union action plan, aims to make it easier and cheaper for companies, and in particular smaller companies, to access capital and improve prospectus accessibility for investors.

In February 2017 the European Commission (EC) launched a call for candidates to renew its Financial Services User Group (FSUG). The new composition of the 20-strong expert group was announced today and BETTER FINANCE (the European Federation of Investors and Financial Services Users) is proud to announce that – together with its member organisations - it will provide a total of six experts in retail financial services (see list below). These nominations further reinforce the leading role of BETTER FINANCE in the EU Public financial advisory groups.

FSB Publishes Resolution Planning Guidance For Global Banks And Reports On The Implementation Of Resolution Reforms

The Financial Stability Board (FSB) published today two guidance documents to assist authorities in implementing the FSB’s standard on Total Loss-Absorbing Capacity (‘the TLAC standard’) and facilitating the continued access to critical financial market infrastructure services in resolution. It also published its sixth report on the implementation of post-crisis resolution reforms.

1. Review of financial, economic and monetary developments and policy options
Financial market developments
Mr Cœuré reviewed the latest financial market developments.
Yield curves in the US and German bond markets had flattened quite materially, by around 40 basis points and 30 basis points respectively, since about mid-March. Interestingly, this period of flattening on both sides of the Atlantic had coincided with a general strengthening of global growth momentum.
In the United States, the market was seen as correcting what appeared to have been excessive market optimism in the wake of the US presidential election and a revision of the expected US economic policy impulses. Accordingly, markets might no longer be assessing the medium to long-run US macroeconomic outlook in the same light as a few months before.
