The Securities and Futures Commission (SFC) has commenced proceedings in the Market Misconduct Tribunal (MMT) against Ms Cynthia Chen Si Ying, Mr Wen Lide, Mr Sit Yuk Yin and Ms Choi Ban Yee for suspected insider dealing in the shares of Asiasec Properties Limited (formerly known as Dan Form Holdings Company Limited) (Dan Form).

ASIC: No-Action Position On Financial Reporting Obligations Of Special Purpose Financing Subsidiaries And Their Guarantors

In response to stakeholder feedback, ASIC has adopted a no-action position on the financial reporting obligations of special purpose financing subsidiaries or other wholly-owned subsidiaries that issue debentures to sophisticated or professional investors, and their guarantors, that may have been relying on relief under ASIC Corporations (Wholly-Owned Companies) Instrument 2016/785 (ASIC Instrument 2016/785).

Nadex Amends Strike Widths For Natural Gas Binary Contracts

Pursuant to Section 5c(c)(1) of the Commodity Exchange Act, as amended (“Act”), and Section 40.6(d) of the regulations promulgated by the Commodity Futures Trading Commission (the “Commission”) under the Act (the “Regulations”), North American Derivatives Exchange, Inc. (“Nadex”, the “Exchange”) hereby provides notice that due to increased or decreased volatility, as the case may be, in the underlying markets upon which the Nadex contracts are based, Nadex made changes to the strike widths of its Natural Gas Binary Contracts during the week of April 15, 2024 as indicated in the Weekly Notice.

ACER publishes today its report on the proposed gas transmission tariff methodology for Interconnector Limited (INT), the natural gas pipeline in the North Sea connecting the United Kingdom (UK) and Belgium, allowing bidirectional flows to supply gas to continental Europe. INT is a merchant pipeline, previously known as Interconnector (UK) Limited (‘IUK’).

CFTC Extends Public Comment Period For Proposed Rule For Designated Contract Markets And Swap Execution Facilities Regarding Governance And Conflicts Of Interest

The Commodity Futures Trading Commission today announced it is extending the deadline for the public comment period on a proposed rule that makes certain modifications to rules for SEFs and DCMs in Part 37 and 38 that would establish governance requirements regarding market regulation functions, as well as related conflicts of interest standards. The deadline is being extended to May 6, 2024.

Euronext Securities Rolls-Out A Harmonised Corporate Actions Service To Tackle Post-Trade Fragmentation In Europe

- The new harmonised corporate actions service has been available since 8 April for the Portuguese fixed income market. It will be extended to all markets by the end of 2025.
- The service tackles post-trade fragmentation in Europe as customers will be able to process corporate actions more efficiently through a single, harmonised platform across markets.

ICE First Look At Mortgage Performance: Serious Delinquencies At Lowest Since Mid-2006 As Foreclosures Drop, Prepayments Rise

- The national delinquency rate ticked down 14 basis points (bps) to 3.20% in March, holding 27 bps higher than the record low in March 2023
- Historically, delinquencies fall an average -10.4% in March; conversely, months that end on Sundays – e.g., March 2024 – experience an average, if mostly temporary, upward pull of +6.9%
- Only the third such convergence in the last two decades, this March’s 4.2% drop in the delinquency rate is in line with the previous cases in which March ended on a Sunday
- Serious delinquencies (loans 90+ days past due but not in active foreclosure) dropped 24K (-5.2%) from February to hit their lowest level since June 2006
- March saw less inflow of past-due payments as well as fewer rolls to later stages of delinquency, with total cures up 9% as early-, mid- and late-stage delinquencies all saw improvement
- Even accounting for the 5.3% month-over-month rise in foreclosure starts, the month’s 26K starts was still below the average for the past 12 months
- The number of loans in active foreclosure fell to 205K in March – the fewest since January 2022 and still 28% below (-77K) pre-pandemic levels – with 5.8K foreclosures completed in the month
- Prepayment activity rose to its highest level in seven months driven by the lower rate environment of January and early February combined the start of the spring homebuying season
