Statement On Adoption Of And Changes To Security-Based Swap Rules By SEC Commissioner Allison Herren Lee

Today represents a milestone in the Commission fulfilling its responsibilities under Dodd Frank. With the adoption of today’s cross-border rules and guidance, our security-based swap regulatory framework begins to take effect. The clock begins running on the requirement for security-based swap dealers to register with the Commission. I want to congratulate the staff and the Chairman for finally getting us to this point.[1] It is long overdue.

Federal Reserve Board Launches New Twitter Account Highlighting Research Published In The Board's Working Papers And Notes Series, Other Staff Articles, And Conferences

The Federal Reserve Board on Wednesday launched a new Twitter account aimed at increasing access to the research done by the more than 400 economists and other research staff at the Board. The new account—@FedResearch—will highlight research published in the Board's working papers and notes series, other staff articles, and conferences.

I am happy to see the culmination of many years of work by our staff in the recommendations before us today. When the Chairman asked me nearly two years ago to help lead the Commission’s effort to stand up these rules, I agreed to do so because I thought it was important that the Commission finish the implementation of one of the key statutory mandates that came out of the 2007-2009 financial crisis. Since early last year, the Commission’s staff has risen to the challenge, preparing for our consideration, under very tight time constraints, an impressive number of proposed and final rules, as well as solicitations of comment, and Commission statements and orders.

ISDA Launches Consultation On Fallbacks For Euro LIBOR And EURIBOR

ISDA has launched a supplemental consultation on the spread and term adjustments that would apply to fallbacks for derivatives referencing euro LIBOR and EURIBOR in the event those benchmarks are permanently discontinued. The consultation also covers technical issues related to the adjustment methodology, and seeks feedback on whether the adjustments would be appropriate for lesser-used interbank offered rates (IBORs) if ISDA implements fallbacks for those benchmarks in the future.

SEC Proposes To Update Accredited Investor Definition To Increase Access To Investments

The Securities and Exchange Commission voted to propose amendments to the definition of accredited investor, one of the principal tests for who is eligible to participate in our private capital markets. The proposal seeks to update and improve the definition to more effectively identify institutional and individual investors that have the knowledge and expertise to participate in our private capital markets.
