Summary
Focus
When interest rates decline, banks tend to chase yield by issuing risker loans. Yet the degree to which banks do this varies considerably. What explains the differences across banks? One possible explanation relates to differences in regulatory and market capital. Regulatory capital gauges how close a bank is to breaching the regulatory capital threshold. Market-based capital measures how much "skin in the game" a bank's shareholders have.

UK Financial Conduct Authority Statement: SolarWinds Orion Cyber Incident

We are aware of an ongoing cyber incident affecting the SolarWinds Orion suite of IT management tools. The National Cyber Security Centre (NCSC) has published guidance to firms to help identify if they may be affected. It includes a list of immediate actions to take if you are using these tools. We have been asked, along with regulatory bodies across other sectors, to assist NCSC in promoting this guidance.

US Federal Agencies Propose Requirement For Computer Security Incident Notification

Federal financial regulatory agencies today announced a proposal that would require supervised banking organizations to promptly notify their primary federal regulator in the event of a computer security incident. In particular, alerts would be required for incidents that could result in a banking organization's inability to deliver services to a material portion of its customer base, jeopardize the viability of key operations of a banking organization, or impact the stability of the financial sector.

SEC Announces The Creation Of The Security-Based Swaps Joint Venture, Led By Division Of Examinations And Division Of Trading And Markets

The Securities and Exchange Commission today announced the creation of the Security-Based Swaps Joint Venture, a collaborative venture among several SEC divisions and offices that will be responsible for coordinating functions related to the regulation of security-based swaps (SBS) and oversight of certain entities that will be required to register with the SEC (SBS entities).
