The Derivatives Service Bureau (DSB), founded by the Association of National Numbering Agencies (ANNA), to facilitate the allocation and maintenance of ISINs, CFIs and FISNs for OTC derivatives, today announces that the second Unique Product Identifier (UPI) fee model consultation for 2021 is now open, focusing on the UPI timeline and seeking industry views on services and costs.

[Opening remarks:]

The “Bill to Partially Amend the Banking Act, etc.” was approved by the Cabinet today. Aimed at strengthening financial functions and ensuring stabilization, this bill first makes it possible to add operations that contribute to digitalization and regional revitalization, which will be important in a post-coronavirus era, to the operations of financial institutions. Second, it creates a notification system for the foreign asset management firms or investment trusts that will be, or that are considering, setting up business locations in Japan. Third, the bill sets out measures that, for example, create a system allowing the Deposit Insurance Corporation of Japan to provide funding to regional banks and other institutions undertaking mergers or management consolidation. We hope the Diet will begin deliberations on this bill as soon as possible.

I would like to ask a question about the system failures at Mizuho Bank. President Sakai of the parent company Mizuho Financial Group held his first press conference on these problems on the 17th, and indicated the bank would be investigating the causes and working to prevent recurrences, as part of which it is setting up a third-party committee and freezing the change of president at Mizuho Bank that had been scheduled for April 1. However, this press conference only took place about three weeks after the initial failure, and I would like to ask for your assessment of the measures the bank has taken. In addition, the Financial Services Agency stated at its post-Cabinet meeting press conference on Tuesday that it would be intensively following up on this issue, so I would also like to hear your thoughts on when you might be conducting on-site inspections and requesting a report on efforts to prevent recurrences as well as some idea of whether and when you will be considering imposing an administrative penalty.
