CFTC Charges Former Hawaii Resident In Forex And Futures Ponzi Scheme

The Commodity Futures Trading Commission today filed a civil enforcement action in the U.S. District Court for the District of Hawaii against Gregory Demetrius Bryant, Jr., formerly of Hawaii, for fraudulent solicitation, misappropriation, operation of an unlawful commodity pool, and failure to register with the CFTC.

BIS: Vaccinating Insurers Against Pandemics – A Review Of Capital Requirements For Pandemic Risk

Highlights
- The Covid-19 pandemic crisis provides an opportunity to review existing regulatory requirements and to sharpen them so that they remain appropriate for future pandemics. This is despite insurers, in general, not facing significant solvency issues from increased Covid-19-related deaths.
- Currently, most regulatory frameworks do not prescribe specific capital requirements for pandemic risks. Selected regulatory capital frameworks cover pandemics mainly in terms of mortality risk. Cross-jurisdictional comparison on relative levels of these requirements is complex given other determinants of the final capital requirement calculation.
- The Covid-19 pandemic crisis shows that risk exposures of insurers extend beyond mortality. Regulatory frameworks, though not necessarily through capital requirements, may consider incentivising insurers to address other risks that could arise from future pandemics, including heightened market, credit and operational risks, as well as their increased interdependencies.

Today the U.S. Department of the Treasury released a new report on the first six months of the department’s implementation of the American Rescue Plan. Since the law was signed by President Biden, the Treasury Department has disbursed approximately $700 billion of the $1 trillion in programs administered by Treasury. over $450 billion paid directly to families and households, including through more than 170 million Economic Impact Payments totaling over $400 billion, over 106 million Child Tax Credit (CTC) payments totaling more than $46 billion, and over 1 million payments of Emergency Rental Assistance totaling more than $5 billion.

ACER To Decide On The Amendment Of The Common Pricing Methodology For European Electricity Balancing Markets

The EU Agency for the Cooperation of Energy Regulators (ACER) has received on 26 August 2021 all transmission system operators (TSOs)’ proposal to amend the common methodology for harmonising the pricing balancing energy and cross-border capacity across the European electricity markets. The methodology is used for operating the exchange of balancing energy in the EU platforms or the imbalance netting process. The amendment proposes a reduction of the technical price limits of the integrated balancing energy markets.
