Earlier today, U.S. Secretary of the Treasury Janet L. Yellen participated in a virtual meeting with the G7 finance ministers. Following the historic agreement by the G7 in June – which was later supported by 134 countries representing more than 90% of the world’s GDP – to rewrite the international tax rules to impose a global minimum tax on corporate foreign earnings, Secretary Yellen today expressed support for ongoing efforts to improve the international tax system and the importance of swift implementation of the new system. The new international tax system would meet the needs of the 21st century global economy by providing governments with resources to invest in their workers and economies, as well as improving the standing of U.S. businesses by leveling the playing field in which they compete.

Focus
We evaluate the efficacy of the Secondary Market Corporate Credit Facility (SMCCF), a programme implemented by the Fed to stabilise the US corporate bond market in the wake of the Covid-19 shock. The Fed announced the SMCCF on 23 March 2020 and expanded the programme on 9 April. We estimate the direct effects of the Fed's announcements on corporate bond prices and market liquidity measures using a matched sample of programme-eligible and ineligible securities. We also identify the Fed's actual purchases in the secondary market, which allows us to quantify the impact of the facility's purchases on credit and bid-ask spreads.
