EBA Publishes Final Report On The Amendment Of Its Technical Standards On The Exemption To Strong Customer Authentication For Account Access

The European Banking Authority (EBA) published today its final Report on the amendment of its Regulatory technical standards (RTS) on strong customer authentication and secure communication (SCA&CSC) under the Payment Services Directive (PSD2). The changes introduce a new mandatory exemption to SCA that will require account providers not to apply SCA when customers use an account information service provider (AISP) to access their payment account information, provided certain conditions are met. The amendment aims to reduce frictions for customers using such services and to mitigate the impact that the frequent application of SCA and the inconsistent application of the current exemption have on AISPs’ services.

Europex Welcomes Commission Proposal To Continue Protecting Electricity, Gas, Emissions And GO Trading From Missing Trader Intra-Community Fraud

Europex explicitly welcomes and fully supports the Commission’s legislative proposal to extend the derogation in Article 199a of the VAT Directive allowing Member States to apply the domestic reverse charge mechanism (DRCM) to transactions in electricity, gas, emission allowances and Guarantees of Origin (GOs). We consider this extension to be essential for the integrity and safety of European energy, emissions and GO markets.

John Glen, Economic Secretary to the Treasury, has praised the UK’s robust Anti-Money Laundering (AML) approach and pledged that the government will not compromise on its high standards. Addressing delegates in his keynote speech at the Innovate Finance Global Summit during FinTech Week 2022, the minster gave a wide-ranging speech covering issues such as growth in the UK’s FinTech sector, regulation, management of crypto assets and tackling the challenges posed by money laundering.

ESMA: ESG Funds Provided Better Returns For Investors In 2020

The European Securities and Markets Authority (ESMA), the EU securities regulator, today publishes its fourth annual statistical report on the cost and performance of European Union (EU) retail investment products. A new finding this year is that UCITS with an environmental, social and governance (ESG) strategy (including equity, bond and mixed funds) outperformed their non-ESG peers, and were also overall cheaper.

Purdue University /CME Group Ag Economy Barometer dipped to a reading of 113 in March, down 12 points from February and 36% lower thanMarch 2021 , marking the weakest farmer sentiment reading sinceMay 2020 , the early days of the pandemic. The decline was driven by producers' weaker perceptions of both current conditions in the agricultural economy and expectations for the future. The Index of Current Conditions declined 19 points to 113, down 44% fromMarch 2021 , and the Index of Future Expectations declined 9 points to 113, down 31% from the same time last year. The Ag Economy Barometer is calculated each month from 400 U.S. agricultural producers' responses to a telephone survey. This month's survey was conducted betweenMarch 14-18, 2022 . -
EBA Launches Survey For Banks On The Application Of The Infrastructure Supporting Factor

The European Banking Authority (EBA) today launched a survey for banks on their experiences with the application of the so-called infrastructure supporting factor in accordance with the Capital Requirement Regulation (CRR 2). Besides assessing the application of the supporting factor, the survey aims at providing valuable information on the materiality of infrastructure project loans across EU banks, irrespective of whether credit institutions specialise in infrastructure lending or not. The survey runs until 27 May 2022.
