I concur with the staff recommendation to issue this order registering Cantor Clearinghouse, L.P. as a Derivatives Clearing Organization (DCO) on the basis that Cantor has, subject to the terms and conditions specified in the order, demonstrated compliance with the requirements of the CEA and Commission regulations applicable to the registration of DCOs. I concur with the staff recommendation that Cantor Futures Exchange L.P. has satisfied the criteria in the Commodity Exchange Act for designation as a contract market. This approval is separate from Commission approval of any media related contracts that may be traded on the Cantor Futures Exchange.
CFTC Approves Cantor Futures Exchange, L.P. And Cantor Clearinghouse, L.P.

The U.S. Commodity Futures Trading Commission (CFTC) today approved the applications of Cantor Futures Exchange, L.P. for designation as a contract market and Cantor Clearinghouse, L.P. to be registered as a derivatives clearing organization. The Commodity Exchange Act requires the Commission to approve such applications if the applicant meets criteria enumerated in the Act.

ICE Futures Canada: FCM Customer Margin Changes

The following initial and maintenance margins apply to non-participant speculative accounts held with FCMs. Non-participants holding hedge based positions may apply for a hedge exemption under Rule 4E.08. The minimum margin level under the hedge exemption is the clearinghouse margin.

U.S. Treasury Announces Voting Of Its Shares At Citigroup Annual Meeting

The U.S. Department of the Treasury today announced that it has voted its approximately 7.7 billion shares of Citigroup Inc. common stock at the Citigroup Annual Meeting held today. As part of the effort by Citigroup last year to strengthen its capital base, Treasury received common shares in exchange for preferred shares that Treasury had purchased when it invested in Citigroup pursuant to the Capital Purchase Program under the Troubled Assets Relief Program (TARP) in October 2008.

Following requests from trading members a new time schedule for the launch of NGM's upcoming trading system, Elasticia, was set yesterday, at a meeting organized by the Swedish Securities Dealers Association, with representatives from trading members, providers of trading technology and NGM. The new schedule for the launch of Elasticia was jointly decided upon at the meeting.
