CFTC Obtains Asset Freeze Against Keith Simmons, Deanna Salazar, Bryan Coats, Jonathan Davey And Their Companies, Charged In $35 Million Foreign Currency Ponzi Scheme - Defendants Charged With Solicitation Fraud And Misappropriation Of Customer Funds
The Commodity Futures Trading Commission (CFTC) announced that it obtained a federal court order freezing the assets held by defendants Keith F. Simmons of West Jefferson, N.C., Bryan Coatsof Clayton, N.C., Jonathan Davey of Newark, Ohio, and numerous corporate entities controlled by them. The order also prohibits the destruction of books and records and schedules a hearing on the CFTC’s motion for a preliminary injunction for February 23, 2011. Previously, on January 19, 2011, the court issued a consent order freezing the assets of defendants Deanna Salazar and Life Plus Group, LLC and relief defendantLawrence Salazar.

Federal Reserve Chairman Ben S. Bernanke - Implementation Of The Dodd-Frank Act - Before The Committee On Banking, Housing, And Urban Affairs, U.S. Senate, Washington, D.C.
Chairman Johnson, Ranking Member Shelby, and other members of the Committee, thank you for the opportunity to testify about the Federal Reserve's implementation of the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010 (Dodd-Frank Act). The Dodd-Frank Act addresses critical gaps and weaknesses in the U.S. regulatory framework, many of which were revealed by the recent financial crisis. The Federal Reserve is committed to working with the other U.S financial regulatory agencies to implement the act effectively and expeditiously. We are also cooperating with our international counterparts to further strengthen financial regulation, to ensure a level playing field across countries, and to enhance international supervisory cooperation. And we have revamped the supervisory function at the Federal Reserve to allow us to better meet the objectives of the act.

DTCC Set To Launch Service To Automate Matching Of Broker-To-Broker Ex-Clearing Trades -- Service Will Also Offer Real-Time Access to Track, Manage And Resolve Fails
RECAPS processing of these transactions, which includes re-pricing, re-netting and allotting, will take place initially on a monthly basis instead of the current quarterly schedule. A new daily maintenance function will check the obligations stored in OW for CNS eligibility and will make adjustments for certain corporate actions. In addition, Member firms will no longer have to resubmit certain open obligations to RECAPS because OW will process RECAPS on all matched fails in OW aged greater than two days.
