Dear Commissioner Barnier,
Ladies and Gentlemen.
I am pleased to be here today at this conference to address the “better regulation of the shadow banking system”. The term shadow banking is widely used to cover activities related to credit intermediation, liquidity and maturity transformation taking place outside the regulated banking system. This term should not have a pejorative meaning as shadow banking activities perform basic functions of the financial system. It has however the merit of clearly indicating the nature of the problem. Indeed, it is evident that before the crisis part of the shadow banking system has significantly expanded by moving from light into shadow, by shifting regulated banking activities into institutions, transactions or markets which are not within the scope of regulation.

IOSCO Consults On Money Market Fund Systemic Risk Analysis And Reform Options

The Technical Committee of the International Organization of Securities Commissions (IOSCO) has published a consultation report, Money Market Fund Systemic Risk Analysis and Reform Options, which provides a preliminary analysis of the possible risks that money market funds (MMFs) could pose to systemic stability and consults on an exhaustive range of policy options to address those risks.

ESMA Approves Credit Ratings From Brazil For Use In The EU

ESMA today announces that it considers the regulatory framework for credit rating agencies (CRAs) of Brazil to be in line with European Union rules. This allows European financial institutions to continue using credit ratings issued in Brazil for regulatory purposes after 30 April 2012.

Regulatory Reform Is Subject Of Seventh City Of London Swiss Financial Roundtable - The Regulatory Reform Programme Must Start Paying More Attention To Its Impact On Economic Growth

The seventh City of London – Swiss Financial Round Table discussed key topics common to both countries’ financial services industries. UK and Swiss bankers today (27 April) urged regulators to take into account the impact that regulatory reforms are likely to have on the global economic recovery and the international competitiveness of banks in the UK and Switzerland.

Appointment Of HKEx Chairman Approved

Hong Kong Exchanges and Clearing Limited (HKEx) today (Friday) received the written approval of the Chief Executive of the Hong Kong Special Administrative Region (HKSAR) on the appointment of Chow Chung Kong as Chairman of HKEx with immediate effect until the conclusion of the annual general meeting of HKEx to be held in 2014.
