    Plato Partnership has released a new piece of independent academic research into how the market quality effects of fragmentation depend on the type of exchange competition. The research was conducted by Michał Dzieliński and Björn Hagströmer from Stockholm Business School, Stockholm University, and Chengcheng Qu from the College of International Management, Ritsumeikan Asia Pacific University as part of Plato Partnership’s MI3 Academic initiative.

    Thank you, Alvaro, and thank you for the honor of initiating this new series of lectures from central bankers. I will begin with a few words on the U.S. economic outlook and the implications for monetary policy. But on this occasion, I thought it appropriate to then widen my perspective, to address what I see as the leading challenges that OECD economies face that are of particular importance to central bankers in how we approach monetary policy and our other responsibilities.

    While the macroeconomic and geopolitical environment will remain uncertain in 2025, I’m optimistic about our industry’s future and the opportunity for DTCC to lead on critical initiatives that mitigate risk, enhance resilience and strengthen market structure. In that sense, this year will largely be a continuation of 2024 in that we must continue to execute flawlessly on large-scale industry implementations. On the heels of the smooth T+1 conversion, we will galvanize the industry and provide strong leadership on the transition to the SEC’s U.S. Treasury Clearing rule.

This echoes the Federal Reserve (Fed)'s outlook as the Fed, despite its decision to cut interest rates by 25 basis points at the mid-December 2024 meeting, signaled that additional easing might not come easily — a stance that triggered short-term negative reactions in the stock markets.
