Chairman Ben S. Bernanke, At The Fourteenth Jacques Polak Annual Research Conference, Washington, D.C., November 8, 2013, The Crisis As A Classic Financial Panic
I am very pleased to participate in this event in honor of Stanley Fischer. Stan was my teacher in graduate school, and he has been both a role model and a frequent adviser ever since. An expert on financial crises, Stan has written prolifically on the subject and has also served on the front lines, so to speak--notably, in his role as the first deputy managing director of the International Monetary Fund during the emerging market crises of the 1990s. Stan also helped to fight hyperinflation in Israel in the 1980s and, as the governor of that nation's central bank, deftly managed monetary policy to mitigate the effects of the recent crisis on the Israeli economy. Subsequently, as Israeli housing prices ran upward, Stan became an advocate and early adopter of macroprudential policies to preserve financial stability.

IntercontinentalExchange Announces Timeline For Completing Acquisition Of NYSE Euronext
IntercontinentalExchange, Inc. (NYSE: ICE), a leading operator of global markets and clearing houses, today provided the following statements and timeline for completing its acquisition of NYSE Euronext. ICE and NYSE Euronext now have all regulatory approvals necessary to proceed with closing their previously announced transaction and intend to close the transaction on November 13, 2013. Trading in IntercontinentalExchange, Inc. stock and NYSE Euronext stock will cease at the end of the trading day on November 12, 2013 and trading in IntercontinentalExchange Group, Inc. stock will begin on November 13, 2013 under the ticker symbol "ICE" and will continue to trade on the New York Stock Exchange. The new ICE stock CUSIP number will be 45866F 104.

ISDA Publishes The ISDA 2013 ICE Brent Protocol
The ISDA 2013 ICE Brent Protocol offers market participants an efficient way to amend the terms of certain derivatives transactions to address the impact of the decision by ICE Futures Europe (“ICE”) to (i) change expiry dates for ICE Brent futures and options contracts to a month-ahead expiry calendar with respect to March 2016 and later contract months and (ii) require a cash adjustment as a result of such change (the “ICE Brent Transition”).

iShares ETFs To Commence Trading On BATS Chi-X - Europe On 18th November Two iShares ETFs To Mark First Listings On BATS Chi-X Europe
BATS Chi-X Europe today announced that the iShares MSCI Emerging Markets UCITS ETF (Ticker: IEEM) and the iShares MSCI World Minimum Volatility UCITS ETF (Ticker: MVOL) will begin trading as secondary listings on BATS Chi-X Europe’s Regulated Market on Monday 18th November 2013.

FSB Plenary Meets In Moscow 8 Nov 2013
The FSB Plenary met on 8 November in Moscow. At the meeting, the FSB discussed vulnerabilities in the global financial system and reviewed work plans for completing core financial reforms, namely building resilient financial institutions, ending too-big-to-fail, addressing shadow banking risks, and making derivatives markets safer.
