Shenzhen Stock Exchange Market Bulletin 17 March, 2014 - Issue 9
Last week, Shenzhen Component Index tumbled 1.2% to 7239.1 points. SME Index closed at 4834.8 points after losing 3.2%. ChiNext Index was down 1.8% to 1434.0 points. Total turnover for stocks and funds on SZSE was US$85.9 billion, or a 21.0% decrease from the week before.

I support the request for comment on part 45 and related provisions of the Commission’s swap data reporting rules. I commend the cross-divisional data team’s effort to fix our reporting rules and enhance the Commission’s ability to use its data. I hope that the data team and the Commission will carefully evaluate market participants’ comments and recommendations and develop workable solutions to improve our data reporting regime.

Bank Of England: Minutes Of The Monetary Policy Committee Meeting Held On 5 And 6 March 2014
The Governor invited the Committee to vote on the propositions that:
- Bank Rate should be maintained at 0.5%;
- The Bank of England should maintain the stock of purchased assets financed by the issuance of central bank reserves at £375 billion.

CFTC Charges Florida-Based Gold Distributors Inc. And Its Owner, Jordan Cain, With Engaging in Illegal, Off-Exchange Commodity Transactions
he U.S. Commodity Futures Trading Commission (CFTC) today announced that it filed a civil injunctive enforcement action in the U.S. District Court for the Southern District of Florida against DefendantsGold Distributors Inc. (GDI) of Hallandale Beach, Florida, and its sole owner, Jordan Cain of Miami, Florida. The CFTC Complaint charges the Defendants with engaging in illegal, off-exchange financed transactions in precious metals with retail customers.

CFTC Charges South Carolina Residents Robert S. And Amy L. Leben With Commodity Pool Fraud For The Operation Of A Multi-Million Dollar Ponzi Scheme - Federal Court Issues Emergency Order Freezing Defendants’ Assets And Protecting Books And Records
The U.S. Commodity Futures Trading Commission (CFTC) announced today that, on March 14, 2014, Judge Terry L. Wooten of the U.S. District Court for the District of South Carolina issued an emergency Order freezing assets under the control of Robert S. Leben and Amy L. Leben (Lebens) of Columbia, South Carolina, in connection with a commodity pool called Structured Finance Group Corporation (SFG). The Order also prohibits the Lebens from destroying books and records and allows the CFTC immediate access to those records.

Miklovich, a former senior commodities analyst with Rice Investment Company (Rice), a commodity brokerage firm registered with the CFTC as an Introducing Broker located in Maumee, Ohio, with commodity futures fraud. Miklovich resides in Stow, Ohio.

Attorney General Eric T. Schneiderman today announced that Marketwired, a leading news distribution and reporting firm, has agreed to stop selling to high-frequency traders direct feeds of the information that Marketwired distributes on behalf of clients, a move that will end advantages to high-frequency traders. Today’s announcement follows a similar decision last month by Business Wire, a Berkshire Hathaway subsidiary, to stop providing similar market-moving data to high-frequency traders.
