Good afternoon, and thank you for that warm welcome.  I want to thank the organizers of this conference for making this important gathering possible.  It is a pleasure and a privilege to share this room with so many innovative professionals and knowledgeable security specialists.  I am excited to have the opportunity to speak with you today.  Twenty-five years ago – long before words like “smartphone” and “WiFi” became part of our everyday vocabulary – the RSA Conference was founded on the belief that technological innovation presents not only extraordinary opportunities, but also unprecedented challenges – and that overcoming those challenges would require bold thinking and close cooperation.  In the quarter century since that inaugural meeting, the RSA Conference has played a key role in spurring groundbreaking conversations, catalyzing new ideas, and forging the lasting partnerships that ensure our capacity for developing technology is matched by our ability to protect it.

CBOE Futures Exchange Reports February 2016 Trading Volume - VIX Posts Monthly ADV Of 204,609 Contracts - 4.1 Million VIX Futures Contracts Traded - VIX Futures ADV Up 23% From February 2015

CBOE Futures Exchange, LLC (CFE®) today reported that February average daily volume (ADV) was up 23 percent from February 2015, but down 25 percent from January 2016. Exchangewide total volume also rose in February compared with a year ago, up 29 percent compared with February 2015, but down 21 percent from January 2016.

New York State Department Of Financial Services: Industrial Bank Of Korea Agrees To Strengthen Anti-Money Laundering Compliance And Controls At Bank’s New York Branch

The New York State Department of Financial Services (DFS) today announced that the Industrial Bank of Korea (IBK) has entered into a Written Agreement with DFS and the Federal Reserve Bank of New York to strengthen compliance with Bank Secrecy Act/anti-money laundering (BSA/AML) requirements, as well as the regulations issued by the Office of Foreign Assets Control (OFAC) at the bank’s New York Branch.

• ISE and ISE Gemini reported a combined ADV of 2.6 million contracts.
• ISE Mercury launched on February 16 and completed its initial rollout in two weeks.
• Dividend trades made up 0.1% of industry volume in February 2016.

Summary

The Office of the Comptroller of the Currency (OCC), the Board of Governors of the Federal Reserve System, and the Federal Deposit Insurance Corporation (collectively, the agencies) are jointly issuing the “Interagency Guidance on Funds Transfer Pricing Related to Funding and Contingent Liquidity Risks.” This interagency guidance addresses funding risk and contingent liquidity risk for national banks and federal savings associations with consolidated assets of $250 billion or more (collectively, firms).

OneChicago Announces Trading Volume For February 2016 - Year To Date Volume Up 19% Compared To 2015

OneChicago, LLC (OCX), a securities finance exchange, today announced its February 2016 volume of 790,085, a decrease of 6% year-over-year. OneChicago is a CFTC and SEC regulated exchange offering Single Stock Futures (SSF), a Delta One product, on approximately 1,800 equities, including ADRs and ETFs.

CBOE Holdings, Inc. (NASDAQ: CBOE) reported today that total trading volume in February for options contracts on Chicago Board Options Exchange® (CBOE®) and C2 Options Exchange (C2) and futures contracts on CBOE Futures Exchange (CFE®) was 92.9 million contracts, an increase of 5 percent from February 2015 and a decrease of 10 percent from January 2016. 

Intercontinental Exchange To Acquire Standard & Poor’s Securities Evaluations, Inc. And Credit Market Analysis From McGraw Hill Financial

Intercontinental Exchange (NYSE:ICE), a leading operator of global exchanges, clearing houses and data services, announced today that it has entered into a definitive agreement to acquire Standard & Poor’s Securities Evaluations, Inc. (SPSE), a leading provider of fixed income evaluated pricing, and Credit Market Analysis (CMA), a leading provider of independent data for the over-the-counter (OTC) markets, two assets under the S&P Global Market Intelligence business unit, from McGraw Hill Financial (NYSE: MHFI). When completed, the acquisition will enable ICE to offer customers new data and valuation services. Under the terms of the agreement, ICE can elect to satisfy its payment of the purchase price due at the close of the transaction in either cash or shares of ICE’s common stock. All other terms of the agreement were not disclosed. The transaction is subject to regulatory approvals.
