Gunvor Closes US $725 Million Borrowing Base To Support ARA Refining Operations

Gunvor SA and Gunvor Belgium N.V., both subsidiaries of Gunvor Group, have closed a US $725 million borrowing base facility ("Facility"), which will provide working capital for Gunvor's refining activities in the Amsterdam-Rotterdam-Antwerp (ARA) region. The Facility was launched at US $700 million and was oversubscribed at US $805 million, before being scaled back to US $725 million.

EBA: Consultation On Guidelines PD Estimation, LGD Estimation And Treatment Of Defaulted Assets (EBA/CP/2016/21)

The European Banking Authority (EBA) launched today a consultation on its draft Guidelines on the estimation of risk parameters for non-defaulted exposures, namely of the probability of default (PD) and the loss given default (LGD), and on the treatment of defaulted assets. These draft Guidelines are part of the EBA’s broader work on the review of the IRB approach aimed at reducing the unjustified variability in the outcomes of internal models, while preserving the risk sensitivity of capital requirements. The consultation runs until 10 February 2017.

EBA Consults On Guidelines For The Application Of The IRB Approach

The European Banking Authority (EBA) launched today a consultation on its draft Guidelines on the estimation of risk parameters for non-defaulted exposures, namely of the probability of default (PD) and the loss given default (LGD), and on the treatment of defaulted assets. Thank you for inviting me to testify today regarding the current work and initiatives of the U.S. Securities and Exchange Commission (SEC or Commission), and the SEC’s FY 2018 Preliminary Authorization Request. The SEC is a critical agency that serves as the bulwark safeguarding millions of investors and the most vibrant markets in the world. Thanks to the exceptional work and commitment of our superb staff, the Commission has in recent years strengthened its operations and programs across the agency and has aggressively enforced the securities laws to punish wrongdoers, adopted strong measures that protect investors and our markets, and invested in the people and technology required to ensure that our markets remain the strongest and safest in the world. ESMA - Opinion: Common Indicators For New Products And Services Under Article 15 And For Significant Changes Under Article 49 Of EMIR

Legal basis
- ESMA’s competence to deliver an opinion to competent authorities is based onArticle 29(1)(a) of Regulation (EC) No 1095/2010 of the European Parliament and ofthe Council of 24 November 2010 establishing a European Supervisory Authority(European Securities and Markets Authority) (ESMA Regulation).
- Pursuant to Article 29(1)(a) of ESMA Regulation, ESMA shall provide opinions tocompetent authorities for the purpose of building a common Union supervisory cultureand consistent supervisory practices, as well as ensuring uniform procedures andconsistent approaches throughout the Union.
- ESMA has specific competences in respect of colleges of supervisors as set out in theESMA Regulation. In particular, pursuant to Article 21(1) of the ESMA Regulation,ESMA shall contribute to promoting and monitoring the efficient, effective andconsistent functioning of the colleges of supervisors. In addition, in accordance withArticle 21(6) of Regulation (EU) No 648/2012 of the European Parliament and of theCouncil of 4 July 2012 on OTC derivatives, central counterparties and traderepositories (EMIR), ESMA shall fulfil a coordination role between authoritiescompetent for the supervision of central counterparties (CCPs) and across the CCPcolleges, established pursuant to Article 18 of EMIR, with a view to building a commonsupervisory culture and consistent supervisory practices, ensuring uniform proceduresand consistent approaches, and strengthening consistency in supervisory outcomes.
