Monetary Authority Of Singapore: New Measure To Help Individuals Manage Unsecured Debts

The Monetary Authority of Singapore (MAS) announced today a new measure to help borrowers avoid accumulating excessive unsecured debts. The Credit Limit Management Measure will cap the additional unsecured credit that a financial institution (FI) may extend to a borrower whose outstanding unsecured debts exceed six times his monthly income. This measure will take effect on 1 January 2018 and complements the existing industry-wide borrowing limit.

Nadex Self-Certification To List New Bitcoin Spread Contracts

On December 14, 2017, North American Derivatives Exchange, Inc. (“Nadex”, the “Exchange”) submitted to the Commodity Futures Trading Commission (the “Commission”), pursuant to Section 5c(c)(1) of the Commodity Exchange Act, as amended (“Act”), and section §40.2(a) of the regulations promulgated by the Commission under the Act (the “Regulations”), its intent to list new Bitcoin Spread Contracts, based on the underlying USD TeraBit Price Index. Nadex plans to launch the new contracts at 8:00am ET on trade date December 18, 2017.

Financial Stability Oversight Council Releases Annual Report

The Financial Stability Oversight Council (Council) today published its 2017 annual report. The report describes significant financial market and regulatory developments, potential emerging threats to U.S. financial stability, recommendations to promote financial stability, and the activities of the Council. The report was developed collaboratively by the members of the Council and their agencies and respective staff and was approved unanimously by voting members of the Council.

CFTC Divisions Extend Time-Limited No-Action Relief From The Swap Clearing And Trade Execution Requirements For Certain Affiliated Counterparties

The Commodity Futures Trading Commission’s (CFTC) Divisions of Clearing and Risk (DCR) and Market Oversight (DMO) today each extended previously-issued no-action relief from the swap clearing and trade execution requirements for certain inter-affiliate transactions (CFTC Letters 16-80, 16-81, and 16-84). As described further below, DCR is extending and modifying no-action relief that was previously provided, until the earlier of December 31, 2020, or the date on which amendments to relevant CFTC regulations take effect. Similarly, DMO is extending no-action relief that was previously provided until December 31, 2020, or the effective date of Commission action providing a permanent solution for the execution of inter-affiliate swaps.

(Cboe: CBOE | Nasdaq: CBOE) today announced Cboe Data Shop will add historical spot foreign exchange data from Cboe FX to its range of offerings beginning tomorrow, December 15. Cboe FX, Cboe's foreign exchange market, has set several new market-share records, and volume and activity on the global platform has grown.

FIA: November 2017 SEF Tracker

Total trading volume on SEFs averaged $593.1 billion in notional value per day during the month of November, up 12.1% from the previous month and up 27.4% from November 2016. The increase in trading volume was driven mainly by a rise in on-SEF trading of interest rate swaps, which was up 13.3% from October 2017 and 31.1% from November 2016.
