Thank you very much to the Institute of International Bankers for inviting me to speak here today. Among my first areas of focus when I was a very young lawyer starting out in my career well over 30 years ago was providing advice to foreign banks and financial firms operating in the United States, and I learned then just how integral, essential, and welcome a part your firms play in our domestic financial sector. Non-U.S. firms serve as an important source of credit to U.S. households and businesses and contribute materially to the strength and liquidity of U.S. financial markets, so it is critical--not just as a matter of fairness but as a matter of our domestic interest--that we as regulators ensure that they operate in a fair and open financial services sector. I view that as an important part of my job.

CFTC Charges Iowa Resident Lon Olen Friedrichsen With Solicitation Fraud In Violation Of The Commodity Exchange Act - CFTC Also Charges Friedrichsen With Acting As An Unregistered Commodity Trading Advisor

The Commodity Futures Trading Commission (CFTC) filed a civil enforcement action in the U.S. District Court for the Southern District of New York, charging Lon Olen Friedrichsen of Alton, Iowa, with fraud and failing to register with the CFTC as a Commodity Trading Advisor, as required. Friedrichsen, as alleged, also solicited clients under the names of Lon Kummer and Lon Richardson, but omitted that these were false names.

ACER Strongly Recommends Inside Information Platforms

ACER has published its REMIT Quarterly issue No. 11 / Q4 2017. The report shows that of the 13,000 market participants officially registered in the Centralized European Register of Market Participants (CEREMP), 8 % use Inside Information Platforms (IIPs) for public disclosure. A registry review further disclosed that thereof only half are actually registered with an IIP. As a result, ACER has serious concerns about the compliance of these companies.

FSB Publishes Global Shadow Banking Monitoring Report 2017

The Financial Stability Board (FSB) today published the Global Shadow Banking Monitoring Report 2017. The Report presents the results of the FSB’s seventh annual monitoring exercise to assess global trends and risks from shadow banking activities. The 2017 monitoring exercise covers data up to end-2016 from 29 jurisdictions, which together represent over 80% of global GDP, including, for the first time, Luxembourg. Also for the first time, the Report assesses the involvement of non-bank financial entities in China in credit intermediation that may pose financial stability risks from shadow banking, such as maturity/liquidity mismatches and leverage.
