February proved to be a strong test for the equity market structure forged by MiFID II at the start of 2018. Market volatility returned with a vengeance, bringing with it increased volume, but the markets reacted well. New venues, such as systematic internalisers and periodic auction books, continued to grow, but at a slower rate. One surprise during the month was a reduction in the number of Large-In-Scale Trades, both notionally and as a proportion of the dark market, perhaps evident of an inverse relationship to volatility. As my good friend John Bruton wrote in a recent article: "The most valuable test that Mrs May wishes to apply to a Brexit agreement is that it should be one that would endure, and not require constant renegotiation."
I could not agree more, which means that everything that we say and that we do, on both sides, will require the utmost of clarity to help us pass the test.

ICE Benchmark Administration To Publish Test Data For The Evolution Of ICE LIBOR

Intercontinental Exchange, Inc. (NYSE:ICE), a leading operator of global exchanges and clearing houses and provider of data and listings services, announces that ICE Benchmark Administration Limited (IBA) will publish data relating to a three-month testing period during which all 20 LIBOR panel banks were required to make parallel LIBOR submissions. These parallel submissions used the evolved waterfall methodology (the “waterfall methodology”) set out in the ICE LIBOR output statement (the “output statement”).
