ICO Issuer Settles SEC Registration Charges, Agrees To Return Funds And Register Tokens As Securities

The Securities and Exchange Commission today announced settled charges against blockchain technology startup Enigma MPC for conducting an unregistered offering of securities in the form of an initial coin offering (ICO). Enigma, based in San Francisco and Israel, has agreed to return funds to harmed investors via a claims process, register its tokens as securities, file periodic reports with the SEC, and pay a $500,000 penalty.

Stimulus Hope Buoys Commodities - Commodities Bounced Back Modestly Last Week As Chinese Workers Began To Return To Work And Chinese Authorities Announced Additional Stimulus, William May, Senior Economist, IHS Markit

Following the sharp drop at the start of February, the IHS Markit Materials Price Index (MPI) bounced slightly last week, rising 0.4%. Six of the MPI’s ten sub-categories rose. Although coronavirus cases continue to rise, markets calmed on the aggressive actions of the Chinese government both to contain the outbreak and support the economy. Buyers seemed to take heart, stepping back into the market to take advantage of lower prices. Market participants seem to be buying into a more positive outlook with the return of workers to factories in some regions of China and the announcement that Beijing will enact "targeted and phased" stimulus measures such as lower corporate taxes and releasing more funds for provincial authorities.

SEC Charges Global Alcohol Producer With Disclosure Failure

The Securities and Exchange Commission announced charges against alcohol producer Diageo plc for failing to make required disclosures of known trends relating to the shipments of unneeded products by its North American subsidiary to distributors. Diageo has agreed to pay $5 million to settle the action.

IHS Markit February World Economic Forecast Flash: The Coronavirus Will Dent Growth

The coronavirus (COVID-19) epidemic could be more damaging to the global economy than the SARS outbreak in 2003. At the time of SARS, China was the sixth-largest economy, accounting for only 4.3% of world GDP. Mainland China is now the world’s second-largest economy, accounting for 16.5% of world GDP in 2019. If the unprecedented confinement measures in China stay in place until the end of February, the resulting economic impact will be concentrated in the first half of 2020, with a reduction in global real GDP of 0.8% in the first quarter and 0.5% in the second quarter. In this scenario, the coronavirus and resulting measures will reduce global real GDP growth by 0.4 percentage point in 2020. Conversely, the lifting of the confinement measures would add 0.4 percentage point to global real GDP in 2021. If confinement measures are quickly lifted, as in our current base case, the impact on global GDP will be more limited, resulting in a 0.1-percentage-point reduction in global GDP growth in 2020, with a correspondingly smaller rebound.
