Thank you for the opportunity to speak here today at the Stanford Institute for Economic Policy Research, a place dedicated to scholarship supporting policies to better peoples' lives. As today is International Women's Day, I would like to preface my remarks by commending the American Economic Association for highlighting the diversity challenges of the economics profession and charting a way forward. Diversity is also a priority at the Fed: I want the Fed to be known within the economics profession as a great place for women, minorities, and others of diverse backgrounds to be respected, listened to, and happy.

Russell US Index Methodology Clarification

Further to the Annual Reconstitution announcement published on Friday, 01 March 2019, a further clarifying update (bold below) has been provided within Section 7.1.1 (Free Float) of the Construction and Methodology, as follows:

Total shares and adjustments for available shares are based on information recorded in SEC corporate filings. FTSE Russell primarily uses 10-K, 20-F, 40-F, 10-Q, DEF-14 and 424 filings to determine the total share figure. 8-K filings may be used to confirm research disclosed in a primary filing. FTSE Russell uses a company’s most recent beneficial ownership table to determine index free float. That table is normally found within DEF14, 10-K, 20-F, and 40-F fillings. Any updates to the most recent beneficial ownership table will be considered if disclosed within a subsequent 424 filing. Please note that in the absence of a beneficial ownership table FTSE Russell will evaluate on a case by case basis and utilize additional publicly available information to determine a company’s free float.

Named Ring the Bell for Gender Equality, the event is a partnership of the Sustainable Stock Exchanges (SSE) with the Global Compact, the UN Women, the International Finance Corporation (IFC), Womens in ETFs (WE) and the World Federation of Exchanges (WFE). Its chief goal is to raise awareness on women’s economic empowerment and expand the opportunities in the private sector to promote gender equality and sustainable development

For the fifth consecutive year, a global collaboration across over 83 stock exchanges around the world plan to ‘Ring the Bell for Gender Equality’, to celebrate International Women’s Day 2019 (Friday, 8 March 2019). In March 2018, a record 65 exchanges rang their bells for gender equality, and this year is set to be even bigger, with 83 exchanges confirmed as taking part.
