It is an honor to be with you today. I have long wanted to visit Japan. Indeed, one of the options I explored following college was coming to Japan to teach English. Instead I ended up in Austria—not teaching English. My would-have-been students are certainly better off for it, but I am pleased to finally have the chance to be here in a learning, rather than teaching, capacity. Correction: FIA Announces Don Byron, Head Of Global Industry Operations & Execution

FIA President and CEO Walt Lukken today announced that Don Byron will be joining the association as Head of Global Industry Operations and Execution. This senior position will be responsible for developing and implementing industry solutions relating to clearing operations, execution technology, cybersecurity, and market structure issues and will be the principal FIA liaison with the Divisions and Committees representing these issue areas. He will be based in Chicago with global responsibilities.
SEC Proposes To Modernize Disclosures of Business, Legal Proceedings, And Risk Factors Under Regulation S-K

The Securities and Exchange Commission today announced that it has voted to propose rule amendments to modernize the description of business, legal proceedings, and risk factor disclosures that registrants are required to make pursuant to Regulation S-K. The proposed amendments are intended to update the rules to improve disclosures for investors and to simplify compliance efforts for registrants.
US Department Of Justice: Former CEO Of Israeli Company Found Guilty Of Orchestrating $145 Million Binary Options Fraud Scheme

The former CEO of the Israel-based company Yukom Communications, a purported sales and marketing company, was found guilty yesterday for orchestrating a scheme to defraud investors in the United States and worldwide by fraudulently marketing approximately $145 million in financial instruments known as “binary options.”

The European Banking Authority (EBA) published today an opinion on the implementation of the Deposit Guarantee Schemes Directive (DGSD) in the EU. It proposes a number of changes aimed at strengthening depositor protection, enhancing financial stability and improving operational effectiveness. Two other opinions are forthcoming later in 2019.
