B3 S.A. – Brasil, Bolsa, Balcão (“B3” or “Company”; ticker: B3SA3) reports today its third-quarter 2019 (3Q19) earnings. Total revenues reached R$1,706.6 million, a 34.1% increase over the same period of the previous year (3Q18), while recurring EBITDA1 totaled R$1,109.4 million, up by 42.3%. The Company´s recurring net income2 in 3Q19 totaled R$851.0 million.

Futures commission merchants (FCMs) and retail foreign exchange dealers (RFEDs) must file monthly financial reports with the CFTC's Division of Swap Dealer and Intermediary Oversight (DSIO) within 17 business days after the end of the month. Selected financial information from these reports is published below. The most recent month-end information generally is added within 12 business days after FCMs and RFEDs file their reports, but occasionally may be added later. For example:  The 17th business day filing “due date" for February 28, 2015 financial reports was March 25, 2015.  The 12 business day target for posting these data was April 10, 2015.

I respectfully concur as to the Commission’s determination today to accept an Offer of Settlement with Tower Research Capital LLC (“Tower”) and issue an order (the “Consent Order”) finding, among other things, that Tower engaged in a manipulative and deceptive spoofing scheme resulting in the largest civil resolution assessed by the Commission to date for such conduct. [1] I am supporting this determination because I believe the civil monetary penalty, restitution, and disgorgement in this matter are appropriately calibrated to the egregiousness of Tower’s actions.

CFTC Orders Mitsubishi Corporation RtM Japan Ltd. To Pay $500,000 For Spoofing

The U.S. Commodity Futures Trading Commission today issued an order filing and settling charges against Mitsubishi Corporation RtM Japan Ltd. (RtM Japan) for engaging in multiple acts of spoofing contracts on the New York Mercantile Exchange for platinum and palladium futures. The order finds that RtM Japan engaged in this activity through an inexperienced trader who used a trading platform located in RtM Japan’s Tokyo office. The order requires RtM Japan to cease and desist and imposes a civil monetary penalty of $500,000.

The U.S. Commodity Futures Trading Commission today issued an order filing and settling charges against Tower Research Capital LLC, a proprietary trading firm, arising from a manipulative and deceptive scheme, spanning nearly two years and involving thousands of occasions of spoofing in equity index futures products traded on the Chicago Mercantile Exchange (CME) and Chicago Board of Trade (CBOT). The order finds that Tower, by and through three former Tower traders, engaged in this unlawful activity while placing orders for, and trading futures contracts through, Tower accounts, which benefited Tower financially while causing $32,593,849 million in market losses.
