- Our regulatory interventions in the asset management sector, such as the Asset Market Management Study remedies, and our continuing work on governance and conflicts of interest, are intended to more closely align the sector with its essential purpose of protecting and growing the capital and income of its customers over the long term. Firms should view the value assessment in particular as an exercise in purpose rather than simply an exercise in regulatory compliance.
- Firms with healthy cultures demonstrate strong governance that supports the daily delivery of their essential purpose. The high level of tolls on privatised motorways is a sensitive matter in French politics. The last renegotiation in 2015 involved now-President Macron when he was Minister of Finance. A new EDHECinfra research paper on the adequate level of tolls on French roads is prominently featured in a report released today by the Senate Investigative Committee on the control and regulation of motorway concession contracts and highlights the failure to set tolls using fair benchmarks.

I. Introduction
1. We, the Finance Ministers and Central Bank Governors of ASEAN, China, Japan and Korea (ASEAN+3), convened our 23rd meeting under the co-chairmanship of H.E. Dinh Tien Dung, Minister of Finance of the Socialist Republic of Viet Nam, H.E. Le Minh Hung, Governor of the State Bank of Viet Nam, H.E. Aso Taro, Deputy Prime Minister and Minister of Finance of Japan and H.E. Kuroda Haruhiko, Governor of the Bank of Japan. The meeting was held in virtual format given the extraordinary circumstances due to the COVID-19 pandemic. The President of the Asian Development Bank (ADB), the Director of the ASEAN+3 Macroeconomic Research Office (AMRO), the Secretary-General of ASEAN, and the Director of the Regional Office for Asia and the Pacific of the International Monetary Fund (IMF) were also present at our meeting.
