Focus
The end of the Covid-19 pandemic may be within sight following the gradual rollout of vaccinations globally. However, unexpected setbacks could still disrupt the "pandexit" process and put the global recovery at risk. For example, the pace of vaccination progress in various countries and regions is uneven and may face roadblocks; virus mutations could also bring a new set of challenges. What are the macroeconomic implications should these risks materialise? This is a vital question to consider when designing macroeconomic policies during the pandexit. Addressing it requires a joint analysis of epidemiology and economics. The challenge is to have a data-driven framework that is simple to implement, yet can flexibly accommodate a range of scenarios and country context.

Commodity prices continue to move higher, although late February and early March have seen periods of volatility with prices pulling back in some markets. This recent choppiness cannot be described as a correction and, indeed, our IHS Markit Materials Price Index (MPI) has continued to record a collective price increase in the commodity complex across the four weeks to March 5. As marked by the MPI, (which does include measures of ocean-going shipping rates and DRAM prices), commodity prices are now up 68% from a year ago.

Gas Tariffs Reports: ACER Recommends Hungary To Review The Storage Discounts And The Benchmarking Adjustment

In its second report on the implementation of the EU Network Code on Harmonised Transmission Tariff Structures for Gas in Hungary, the EU Agency for the Cooperation of Energy Regulators (ACER) recommends the Hungarian national regulatory authority for Energy (MEKH) to review the discounts applied to entry points from and at exit points to storage facilities and the benchmarking applied to the entry interconnection point from Croatia.

Withdrawal Agreement: European Commission Sends Letter Of Formal Notice To The United Kingdom For Breach Of Its Obligations Under The Protocol On Ireland And Northern Ireland

The European Commission has sent today a letter of formal notice to the United Kingdom for breaching the substantive provisions of the Protocol on Ireland and Northern Ireland, as well as the good faith obligation under the Withdrawal Agreement. This marks the beginning of a formal infringement process against the United Kingdom. It is the second time in the space of six months that the UK government is set to breach international law.

ESMA To Allow Decision On Reporting Of Net Short Position Of 0.1% And Above To Expire

The European Securities and Markets Authority (ESMA), the EU’s securities markets regulator, has decided not to renew its decision to require holders of net short positions in shares traded on a European Union (EU) regulated market, to notify the relevant national competent authority (NCA) if the position reaches, exceeds or falls below 0.1% of the issued share capital. The measure, which has applied since 16 March 2020, will expire on 19 March 2021.

ASEAN Capital Markets Forum Rolls Out Its New 5-Year Action Plan And Welcomes The Progress On The ASEAN Sustainable Finance Taxonomy.

The ASEAN Capital Markets Forum (ACMF) endorsed the ACMF Action Plan 2021-2025 (“Action Plan”) during its 34th ACMF Chairs Meeting hosted virtually by Autoriti Monetari Brunei Darussalam. In realising the ACMF Vision 2025, the Action Plan sets out three strategic objectives namely (i) fostering growth and recovery with sustainability, (ii) promoting and sustaining inclusiveness; and (iii) strengthening and maintaining orderliness and resilience. The five key priorities that support the strategic objectives are: (i) driving higher levels of transparency and disclosure, (ii) continuing with regulatory harmonisation, (iii) intensifying capacity building, (iv) amplifying communication and awareness building; and (v) strengthening co-operation and co-ordination.
