Hong Kong FinTech Week (HKFW) 2023 concluded on November 5, capping off a week-long feast of fintech that included the Greater Bay Area (GBA) Day on October 31 and the two-day main conference on November 2 and 3, where fintech leaders, regulators, and innovators around the world gathered to discuss the rapid fintech industry evolution in Hong Kong and across the region, as well as highlighting the resulting transformation impact on the real economy.

ASIC Issues Infringement Notices To Morningstar For Statements Regarding Exposure To Weapon Investments

Morningstar has paid $29,820 to comply with two infringement notices issued by ASIC in which ASIC alleged its investor funds were exposed to controversial weapons investments, despite Morningstar’s Environmental, Social and Corporate Governance (ESG) Policy stating that such investments would be excluded.

CFTC Chairman Announces Melanie Devoe Director Of The Office Of Customer Education And Outreach

Commodity Futures Trading Commission Chairman Rostin Behnam announced today that Melanie T. Devoe has been named Director of the Office of Customer Education and Outreach (OCEO). Ms. Devoe will lead the CFTC’s education and outreach efforts aimed at arming customers with the tools they need to avoid fraud and other potential abuse when participating in CFTC-regulated and cash commodity markets.

MIAX Options Exchange - December 1, 2023 Fee Update

Effective December 1, 2023, pending filing with the SEC, MIAX Options will extend the following incentive programs:

1. Extension of the fee waiver of Application Fees, Trading Permit Fees, API and Certification Fees, and MEI Port Fees for Market Makers who trade solely in MIAX Proprietary Products until June 30, 2024
2. Extension of the monthly Market Maker Incentive Program for SPIKES Options until March 31, 2024.  Please refer to MIAX Options RC-2023-69 for further details

FINRA Fines BofA Securities $24 Million For Treasuries Spoofing And Related Supervisory Failures - Firm Engaged In 717 Instances Of Spoofing Activity

FINRA announced today that it has fined BofA Securities, Inc. $24 million for engaging in more than 700 instances of spoofing through two former traders in U.S. Treasury secondary markets and related supervisory failures spanning more than six years.
