It is hereby noticed that in order to strengthen market supervision, protect investors’ legitimate rights and interests and maintain the order of the futures market, as reviewed and passed by the Board of Directors and reported to China Securities Regulatory Commission for approval, Dalian Commodity Exchange has amended Measures of Dalian Commodity Exchange for Handling Violations. The Amendment is now promulgated which shall come into force from now on.

Good afternoon and thank you for that introduction.

I'm pleased to be talking to you today, particularly because the fixed income market is at the center of the changes in the overall markets. While the housing market triggered the credit crisis four years ago, the crisis was first observed in the securitized products segment of the fixed income market. We've continued to see changes since then, starting with the dramatic loss of liquidity and visibility to quality quote information. We're also seeing a rush by many retail investors—including baby boomers approaching retirement—away from equities and into fixed income as they search for yield.

CFTC’s Division of Swap Dealer And Intermediary Oversight Issues Interpretative Guidance To Equity REITs And Certain Securitization Funds

• The Commodity Futures Trading Commission’s (CFTC) Division of Swap Dealer and Intermediary Oversight today issued interpretative guidance letters to equity real estate investment trusts and asset-backed securities funds. The guidance states that equity real estate investment trusts and securitization funds that meet certain criteria are not included within the definition of “commodity pool” and their operators are not “commodity pool operators” under the Commodity Exchange Act and the CFTC’s regulations.
