Thank you, [Bill and Sebastian].  Welcome everyone to the 36th annual Government-Business Forum on Small Business Capital Formation.  We have made it a priority to reach out to investors and small businesses across the country—including in Texas—and I am delighted that this year’s Forum is being held in Austin.  The Texas capital is known for its lively music scene, but the crowd is gathered here today because Austin is known as the “rock star” of small business cities.  Austin has received a number of accolades in recent months, including being named the number one place in America to start a business, the top city for “small business vitality,” and the top city for launching a technology startup.

The Commodity Futures Trading Commission’s (CFTC) Division of Market Oversight (Division) today extended relief it provided certain CFTC-registered swap dealers (SD) and major swap participants (MSP) in November 2016 (CFTC Letter No. 16-79).

Before I begin, let me quickly say that the views contained in this speech are my own and do not represent the views of the Commission.

I am pleased to be with you in London to focus on the power of technology to transform our financial markets.  And I am mindful of our location. We are near Spitalfields, which has been a center of commerce and trade for hundreds of years. It is a landmark of innovation. New products came here from oceangoing ships and British highways and canals. New ideas were planted here and flourished here. Even now, we see innovation and trade changing the London landscape and bringing more commerce to the East End.
