AGC, CAD And MAS Take Action Against Goldman Sachs (Singapore) Pte. On 1MDB Bond Offerings - Joint Statement By Attorney-General’s Chambers, Singapore (AGC), Commercial Affairs Department, Singapore Police Force (CAD), Monetary Authority Of Singapore (MAS)

The Goldman Sachs Group Inc (“GSG”) has entered into a Deferred Prosecution Agreement (“DPA”) with the Department of Justice of the United States of America. The DPA provides for a global resolution, led by the US Department of Justice and discussed with, inter alia, Singapore, of GSG’s role in bond offerings related to 1Malaysia Development Berhad (“1MDB”). As part of the DPA, GSG and its affiliates will pay approximately US$2.3 billion to the US authorities. Goldman Sachs Singapore Pte (“GSSP”) will pay US$122 million to the Singapore Government for its role in the 1MDB bond offerings.

Monetary Authority of Singapore Bans Kevin Michael Swampillai For Life

The Monetary Authority of Singapore (MAS) has issued lifetime Prohibition Orders (POs) against Mr Kevin Michael Swampillai, a former representative and Head of the Wealth Management Services Department of BSI Bank Limited, Singapore Branch (BSIS) . These POs were issued at the conclusion of an investigation conducted by the MAS and took effect on 22 October 2020.

From October 20 to 21, the Seventh Western China Hi-tech Industry and Financial Capital Forum was held in Chengdu by the Central Committee of the China National Democratic Construction Association, the Ministry of Science and Technology of the People’s Republic of China, the People’s Government of Sichuan Province and Shenzhen Stock Exchange (SZSE). The topic of the forum for the year is “Integrating Technology and Financial Innovation to Promote High-quality Economic Development”. SZSE has co-hosted this technology and finance connection event seven times running. After years of efforts by all parties, the forum has become an important platform for promoting the connection of industry and finance and promoting technological innovation, and has played an important role in supporting economic transformation and upgrading and in boosting high-quality development. Wang Jianjun, Secretary of the Party Committee and Chairman of SZSE, attended the opening ceremony and delivered a speech.

Dalian Commodity Exchange Solicits Public Opinions On Amendments To The Rules On Introducing Overseas Traders Into RBD Palm Olein Futures

On October 22, DCE issued an announcement, soliciting opinions from the market on amendments and amended rules on introducing overseas traders into the RBD palm olein futures. The amendments, made to meet the business needs of the endeavor, aim to provide clear rules for overseas traders to participate in RBD palm olein futures trading and delivery, and further offer institutional guarantee for overseas traders engaging in RBD palm olein futures market. The move means a new international product will be added to China’s futures market.
