Financial markets are an important component in the transmission of monetary policy and play a key role in fostering financial stability. Financial market development (FMD) aims at enhancing the capacity of the financial system to pool domestic savings and foreign capital in funding investment and consumption, and at enabling efficient risk-sharing. Deep and liquid markets promote transparent and efficient pricing of assets, attract a diverse investor base, and help transfer risk to parties willing and able to bear them. This volume contains papers that were originally prepared for a meeting of Deputy Governors of central banks from emerging market economies (EMEs), exploring issues related to FMD and its interaction with, as well as implications for, the conduct of monetary policy and financial stability.

The Covid-19 pandemic has led to the most severe contraction in global economic activity in post-WWII history. Strikingly, countries with a steeper predicted GDP decline in 2020 also have seen a higher number of deaths in excess of Covid-19-related fatalities, especially among emerging market economies (EMEs). As a possible explanation for the pattern, this paper investigates the link between recessions and mortality using historical data covering 180 countries over six decades.

EBA Updates Its Basel III Impact Study Following The EU Commission’s Call For Advice

The European Banking Authority (EBA) published today its updated ad-hoc impact study on the implementation of Basel III in the EU in response to the EU Commission’s call for advice (CfA). The study is based on a sample of 99 banks and has a reference date of December 2019. Under the full implementation of Basel III and conservative assumptions, the updated impact is meaningfully lower than previously estimated, using June 2018 data and a consistent sample. In addition, the Report presents some qualitative reflections on the potential interactions between different elements of Basel III framework and the estimated adverse impact of the COVID-19 crisis. The EBA reaffirms its policy recommendations put forward in its previous advice and supports the full implementation of the final Basel III standards in the EU, which will contribute to the credibility of the EU banking sector and ensure a well-functioning global banking market.
