Thank you for giving me this opportunity to present the Green Paper on Capital Markets Union so soon after its adoption. I was grateful for the responses that party groups have come up with and for the overall support that they have expressed. But I wanted to come myself to ECON and to hear from you directly because it's always better to get it straight from the horse's mouth.

My brief for today was to talk about regulatory challenges and expectations and the role of compliance in helping us meet those.

In my view, the biggest regulatory challenge we have is how we, as around 3,000 people at the FCA, can effectively regulate the behaviour of around 70,000 firms and 150,000 approved individuals and many more non-approved individuals who make up one of the most significant industries in the UK. An industry where the UK has a long-established, hard-won reputation as innovators, as leaders in global financial services and, most importantly, as a place where people can have trust and confidence in the way business is done.

Bursa Malaysia Securities Berhad (635998-W) (Bursa Malaysia Securities) has publicly reprimanded, imposed a fine of RM200,000 and  ordered to strike off Koh Pee Beng (KOH) if he was still a Registered Person of Bursa Malaysia Securities, for engaging in manipulative dealing activities in the securities of Magna Prima Berhad (MAGNA) and D.B.E. An analysis of the economic effects of splitting the German-Austrian price zone shows that considerable inefficiencies would arise. The study, which was conducted by the energy policy consultancy Consentec on behalf of EEX and EPEX SPOT, compares the economic costs and benefits of splitting up the German-Austrian power market into two bidding zones.

My Staff has reviewed the list of measures that the Greek authorities prepared over the weekend. We think that it covers the broad topics that should be on the new Government’s agenda. In view of this, we would certainly be able to support the conclusion that the list “is sufficiently comprehensive to be a valid starting point for a successful conclusion of the review,” as called for by the Euro Group at its last meeting. But a determination in this regard should of course rest primarily on an assessment by Member States themselves and by the relevant European institutions.
