European Parliament: Environment Committee Backs ETS Market Reserve, Advocates Early Start

A draft law to reform the EU Emissions Trading Scheme (ETS), by reducing the surplus of carbon credits available for trading into order to support the price, was backed by Environment Committee MEPs in a vote on Tuesday. They advocated introducing the mechanism early, by the end of 2018, and also proposed preventing the automatic return to the market, from 2019, of a portion of allowances “back loaded” last year in a separate vote.

CFTC Provides Notice Of The Reopened Comment Period For Its Rulemaking Proposals On Position Limits For Physical Commodity Derivatives And Aggregation

The U.S. Commodity Futures Trading Commission (CFTC or Commission) has submitted for publication in the Federal Register a notice reopening the comment periods for the two Position Limit rulemakings, in anticipation of questions and comments that may arise from the Commission’s Energy and Environmental Markets Advisory Committee (EEMAC) meeting scheduled for February 26, 2015. The EEMAC meeting was announced in CFTC Press Release 7121-15 on February 12, 2015.

My brief for today was to talk about regulatory challenges and expectations and the role of compliance in helping us meet those.
In my view, the biggest regulatory challenge we have is how we, as around 3,000 people at the FCA, can effectively regulate the behaviour of around 70,000 firms and 150,000 approved individuals and many more non-approved individuals who make up one of the most significant industries in the UK. An industry where the UK has a long-established, hard-won reputation as innovators, as leaders in global financial services and, most importantly, as a place where people can have trust and confidence in the way business is done.
