EU Emissions Trading System – Framework For Protecting Market Integrity And Implementation Of ETS Need Further Improvements – Say EU Auditors

A report published today by the European Court of Auditors (ECA) finds that the Commission and Member States did not adequately manage all aspects of the EU Emissions Trading System (EU ETS), which is a main element of the EU climate and energy package. While the auditors noted continuous improvements introduced at the initiative of the Commission to protect the integrity of the EU ETS as a market-based mechanism, some issues still had to be addressed to further improve market integrity. The system also suffered from significant weaknesses in implementation in phase II (2008-2012). The report recommends improvements to market regulation and oversight so as to increase investor confidence and leverage the EUETS as a tool of environmental policy.

Dalian Commodity Exchange Organizes Workshop For Options Traders

From June 15 to 19, Dalian Commodity Exchange (DCE) held the “Workshop for Traders of Commodity Futures and Options” in Dalian. Delivering lectures at the workshop at the invitation was Mr. Larry Shover, a US-based senior options trader and chief options training expert with the company of OpTech, and attending the training were 32 participants from the research departments of domestic futures companies and 19 participants from industrial clients and investment institutions.

The Takeovers and Mergers Panel (Takeovers Panel) has imposed Cold Shoulder Orders against Mr Chow Yei Ching, Mr Oscar Chow Vee Tsung and Mr Joseph Leung Wing Kong and publicly censured them for breach of the Code on Takeovers and Mergers and Share Repurchases (Takeovers Code).

ESMA Report Proposes To Include ETDs In EMIR's Interoperability Arrangements For CCPs

The European Securities and Markets Authority (ESMA) has issued today its final report on interoperability arrangements between EU-based clearing houses (CCPs) required under the European Markets Iinfrastructre Regulation (EMIR) and related Guidelines and Recommendations. In its report, ESMA recommands to extend the EMIR provisions related to interoperability arrangements to Exchange-Traded Derivatives (ETDs). A further extension to OTC derivatives will be assessed at a later stage.

- In 25 out the 111 companies analysed, the share of foreign sales tops 80%
- The companies that make up the Ibex Medium Cap boast the highest percentage of sales generated abroad, at 65.86%
- At present, shares of listed companies on the IBEX 35 are in the portfolios of 8,700 global funds
- Foreign investors account for near 82% of share trading, compared to 60% less than a decade ago

The Securities and Futures Commission (SFC) has reprimanded and fined The Pride Fund Management Limited (Pride Fund Management) $400,000 over its failure to enter into mediation with an eligible claimant under the Financial Dispute Resolution Scheme (FDRS) administered by the Financial Dispute Resolution Centre (FDRC).
