Canadian Securities Regulators Encourage Investors To Look Out For ETF Facts

The Canadian Securities Administrators (CSA) today launched an awareness campaign encouraging investors to read the Exchange-Traded Funds (ETF) Facts they receive from their dealers when they invest in an ETF, an investment fund that trades like a stock but may hold a diversified portfolio of investments.

Mr. Chairman, thank you for calling this meeting.  It is a great pleasure to participate today with you and my fellow Commissioners in the first open meeting since 2013 with a full complement of Commissioners.  The matters before us today are of critical importance to the derivatives markets, impacting two fundamental Dodd-Frank reforms:  swap dealer registration and trading on swap execution facilities.  I appreciate all the hard work of staff to put these two rulemakings before us and support their ongoing efforts to continue improving and refining our regulatory framework.  I look forward to hearing their presentations as well as my fellow Commissioners’ questions and comments.

I.          Summary of Dissenting Views

I respectfully dissent from the Commodity Futures Trading Commission’s (“CFTC” or “Commission”) notice of proposed rulemaking regarding Swap Execution Facilities and Trade Execution Requirement (the “Proposal”).  This Proposal would reduce competition and diminish price transparency in the swaps market, which will lead to higher costs for end users and increase systemic risks.

Cboe Europe Reports Record Month For Cboe LIS With €8 Billion Notional Traded On Block Trading Platform

• Record average daily notional value (ADNV) traded of €348 million for Cboe LIS in October, up 27.7% over previous record month
• Cboe LIS now accounts for 22% of large–in–scale activity taking place on non–displayed venues

I am pleased to participate in my first open meeting exactly two months to the day after being sworn-in.  On my first month anniversary we held a Technology Advisory Committee Meeting so I am looking forward to seeing what sort of gathering we have to mark my third month.

Vienna Stock Exchange: Rising Equity Turnover In October 2018

Equity turnover is rising: In the month of October, the Vienna Stock Exchange recorded a turnover of EUR 6.63 billion. This is an increase of 14.8% compared to the previous year (October 2017: EUR 5.78 billion).

I support amending the swap dealer de minimis exception to set the threshold at $8 billion.  This limited amendment relies on extensive data analysis to achieve a balance between the policy objectives of the de minimis exception and the registration of swap dealers.
