Shenzhen Stock Exchange: Online Training “Fight The Pandemic Together And Facilitate Growth” For Hubei SMEs Successfully Held To Serve Over 3,000 Enterprises In Business Resumption

The four-week online training service “Fight the Pandemic Together and Facilitate Growth” for small and medium-sized enterprises (SMEs) in Hubei was recently successfully concluded. The activity conscientiously implemented the plans and requirements of the CPC Central Committee and the State Council on strengthening epidemic prevention and control and business resumption. Jointly launched by the Hubei Provincial Financial Administration, the Shenzhen Stock Exchange (SZSE), the China Capital Market Institute, SZSE’s wholly-owned subsidiary Shenzhen Securities Information Co., Ltd. (SSIC) and Wuhan Equity Exchange, the training was live-streamed remotely via the SZSE investment and financing service platform for innovation and start-ups (V-Next platform). It provided professional, non-profit online services for SMEs across Hubei and was also open to SMEs in other provinces and cities in China. More than 3,000 SMEs, mostly based in Hubei, participated in the online live-streamed training.

Taiwan Futures Exchange (TAIFEX) reported its March 2020 market statistics, showing its average daily trading volume (ADTV) reached 2.1 million contracts during the month, and a growth of 54.5% year-on-year (YoY) in monthly trading volume. As well, the three index futures in TAIFEX’s US product suite aiming for investors to hedge their exposures in the US market – DJIA futures, S&P 500 Futures and Nasdaq-100 Futures, all marked all-time high monthly trading ADTV since their launches. The most heavily traded of the three, DJIA futures, traded 31,866 contracts on a daily basis, up 58.6% from February.

SEC Provides Temporary, Conditional Relief For Business Development Companies Making Investments In Small And Medium-Sized Businesses - SEC Permits Business Development Companies To Issue Additional Securities And Invest Alongside Certain Affiliates In Order To Provide Additional Financial Support To Their Portfolio Companies

The Securities and Exchange Commission today announced that it is providing temporary, conditional exemptive relief for business development companies (BDCs) to enable them to make additional investments in small and medium-sized businesses, including those with operations affected by COVID-19. BDCs were created to provide capital to smaller domestic operating companies that otherwise may not be able to readily access the capital markets. Today’s relief will provide additional flexibility for BDCs to issue and sell senior securities in order to provide capital to such companies, and to participate in investments in these companies alongside certain private funds that are affiliated with the BDC. Today’s relief is subject to investor protection conditions, including specific requirements for obtaining an independent evaluation of the issuances’ terms and approval by a majority of a BDC’s independent board members.

I appreciate the work of the Divisions of Investment Management, Corporation Finance, and Economic and Risk Analysis, Office of General Counsel, and others at the Commission on these amendments to afford certain business development companies (“BDCs”) and closed-end funds the benefits of the offering reforms long enjoyed by many operating companies. These amendments will allow these funds to offer their shares and communicate with shareholders more efficiently and effectively. These are welcome changes, undertaken at the direction of Congress, to the investment company offering landscape.

Nadex Lists GDP And Unemployment Rate Event Binary Contracts

Pursuant to Section 5c(c)(1) of the Commodity Exchange Act, as amended (“Act”), and section §40.2(a) of the regulations promulgated by the Commodity Futures Trading Commission (the “Commission”) under the Act (the “Regulations”), North American Derivatives Exchange, Inc. (“Nadex”, the “Exchange”) submitted to the Commission on April 8, 2020 notice of Nadex’s intent to list two new event contracts based on the underlying Advance Estimate Gross Domestic Product (“GDP”) and the Unemployment Rate. The GDP Binary contract will be listed on April 22, 2020 and the Unemployment Rate Binary contract will be listed pursuant to its contract specifications in relation to the Unemployment Rate release date. Additionally, this submission corrects a naming error and changes “Monthly Nonfarm Payrolls Binary Contracts” to “Weekly Nonfarm Payrolls Binary Contracts”.
