On July 12, 2022, Shanghai Futures Exchange (“SHFE”) and its subsidiary Shanghai International Energy Exchange (“INE”) signed a Memorandum of Understanding (“MoU”) with Bursa Malaysia Derivatives Berhad (“Bursa Malaysia Derivatives”) in a joint effort to strengthen bilateral business partnership. The exchanges mentioned in the MoU that they would share information and best practices in marketing, product research, personnel exchange and areas of mutual interest.

On July 15, SZSE released the Business Guidelines for Publicly Offered Infrastructure REITs No. 4 - Government-subsidized Rental Housing (Trial) (hereinafter referred to as the Guidelines for Government-subsidized Rental Housing REITs or the Guidelines). It is an important measure of SZSE to put in place the decisions and plans of the CPC Central Committee and the State Council on increasing government-subsidized rental housing at a faster pace, intensify support to direct financing, make better use of existing assets, and actively serve the development of a housing system that features supply by a variety of entities, assurance from various channels and encouragement of both housing rentals and purchases.

Today, the Commodity Futures Trading Commission (CFTC) announced that the Honorable John Koeltl of the U.S. District Court for the Southern District of New York entered a Consent Order and Permanent Injunction, Civil Monetary Penalty, and Other Equitable Relief Against Defendant Jimmy Gale Watson, Jr. of Dallas, Texas. This case marks the first enforcement action by the Commission alleging use of a traditional fraud scheme known as “pump-and-dump” in digital asset markets. In a pump-and-dump scheme, fraudsters spread false information about an asset in order to “pump-up” investor interest and drive up the price. The fraudsters then liquidate or sell the targeted asset, dumping the asset at the artificially inflated price before the price inevitably declines.
