Readout: U.S. Department Of The Treasury And The Office Of The U.S. Special Presidential Envoy For Climate (SPEC) Host Discussion With Asset Managers And Insurers On The Opportunities And Challenges Of Incorporating Climate Considerations Into Investment

Yesterday, the U.S. Department of the Treasury and the Office of the U.S. Special Presidential Envoy for Climate (SPEC) hosted a discussion with asset managers and insurers that are working to incorporate climate considerations into investment decisions and greenhouse gas reduction commitments, including net-zero commitments. Under Secretary for Domestic Finance Nellie Liang and officials from across the Treasury Department and SPEC engaged asset managers and insurers to better understand how climate risks impact their investments, opportunities for engagement activities, enhanced climate disclosures, and key considerations associated with greenhouse gas reduction and climate adaptation efforts, both organizationally and with respect to their clients. The discussion focused on climate-related best practices, opportunities, and ongoing challenges associated with asset management and insurance investment activities. The discussion was part of an ongoing effort by Treasury and SPEC to engage external stakeholders that are committed to supporting and expediting the transition to a low-carbon economy. Treasury and SPEC are interested in finding ways to encourage transparent and accountable progress toward meeting climate challenges and goals.

SEC Charges The Hydrogen Technology Corp. And Its Former CEO For Market Manipulation Of Crypto Asset Securities - CEO Of Hydrogen’s “Market Maker” lso Being Charged For Role In Scheme

The Securities and Exchange Commission today announced charges against The Hydrogen Technology Corporation, its former CEO, Michael Ross Kane, and Tyler Ostern, the CEO of Moonwalkers Trading Limited, a self-described “market making” firm, for their roles in effectuating the unregistered offers and sales of crypto asset securities called “Hydro” and for perpetrating a scheme to manipulate the trading volume and price of those securities, which yielded more than $2 million for Hydrogen.

EBA Publishes Guidelines On Transferability To Support The Resolvability Assessment For Transfer Strategies

The European Banking Authority (EBA) today published its final Guidelines on transferability to support the resolvability assessment for transfer strategies. In particular, the guidelines on transferability provide guidance relating to (i) the definition of the transfer perimeter and (ii) the steps to operationalise the implementation of the transfer. The transferability Guidelines complement the resolvability Guidelines, which were published on 13 January 2022. Institutions and resolution authorities should comply with these Guidelines in full by 1 January 2024.

ISDA Commentary On Pre-trade Transparency In MIFIR

On 16 September, 2022, ISDA finalized a paper on the pre-trade transparency requirements for derivatives under the Markets in Financial Instruments Regulation (MIFIR) following the European Parliament’s draft report on the review of the revised Markets in Financial Instruments Directive/MIFIR. ISDA supports Danuta Huebner’s suggested deletion of the pre-trade transparency requirements for on-venue request-for-quotation and voice trading.
