Speech By SEC Commissioner Luis A. Aguilar: A Step Toward Enhanced Market Surveillance

In 1990, Congress gave the Commission authority to monitor large traders. At the time, Congress stated that it intended this authority to “greatly enhance the Commission’s understanding of how our markets are used by large traders and whether the strategies or practices employed by such large traders may pose routine or extraordinary risks, intended or not, to the stability or the integrity of our securities markets.” Today, the Commission takes the first step to implement Congress’ stated intention. The new rule before us, Rule 13h-1, would create the means for the Commission to identify and track the trading and market impact of significant market participants.

Eurex Expands Commodity Derivatives Offering By Introducing Derivatives On Two Commodity ETPs - Listing On 29 July 2011

The international derivatives exchange Eurex today announced that from 29 July 2011 it will be offering futures and options on two commodity ETPs (exchange traded products) launched by ETF Securities: "Physical Gold" and "Crude Oil". The Physical Gold ETP is one of the world’s largest with assets under management of over 4 billion euros. The new derivatives complement the ETF derivatives segment of Eurex Exchange where 3 futures and 21 options on ETFs are currently tradable.

KVH Co. Ltd., Japan's leading information delivery platform providing IT and communication solutions, and Ciena(R) Corporation (NASDAQ: CIEN), the network specialist, today announced they successfully completed a transmission trial of an encrypted 10 Gigabit per second (Gb/s) Ethernet data connection between KVH Data Centers in Tokyo and Chiba, Japan. Based on Ciena’s 5000 Advanced Services Family, this trial is the first successful encrypted 10 Gigabit Ethernet transmission trial using optical transport equipment in Japan. The success of this trial will enable the two companies to offer a new differentiated encryption solution delivering best-in-class latency and addressing the high-quality service needs of enterprises in financial or transaction-oriented industries in Japan. The two companies aim to commercialize the new service within 2011.

At the end of the settlement date of July 15, 2011, short interest in 2,297 NASDAQ Global MarketSM securities totaled 6,731,359,242 shares compared with 6,794,258,468 shares in 2,303 Global Market issues reported for the prior settlement date of June 30, 2011. The mid-July short interest represents 3.62 days average daily NASDAQ Global Market share volume for the reporting period, compared with 3.69 days for the prior reporting period.
